The Council of the City of Waterloo, Iowa, met in Special Session in Council Chambers in
the City Hall at 1:30 P.M., on June 7, 1979. Mavor Rooff in the Chair. On roll call:
Present: Dowie, Getty, Penaluna, Roehr and Wilharm. Absent: Bowers and Burton.
Mayor Rooff announced this was a public hearing on the application for Beer and Liquor License
for Billiards Pocket Lounge, Inc. dba The Pocket at 3295 University Avenue, and the reason
for the hearing was the Council had received a number of complaints from time to time regard-
ing the right of this establishment to sell beer and liquor. The following complaints were
received: 1. Inadequate and illegal parking;
2, Fire hazard;
3. Minors frequenting premises;
4. Loud noises from premises;
5. Profanity;
6. Indecent exposure;
7. Accessing over private property;
8. Creating a general nuisance;
9. Allegation of misrepresentation.
Mayor Rooff called for everyone who intended to give testimony to stand and all were given
the oath at one time.
Mayor Rooff reported that the Attorneys on both sides had asked that the Council not vote
today, that a Court Reporter was taking a transcript, and they wished the Council to digest
same. Mayor Rooff, then, outlined the procedure to be followed, after which the Council
would take this matter under advisement.

When hearing got out of order, it was moved by Council Member Getty, seconded by Council
Member Davie, that the hearing be recessed and taken up Monday night, and then motion was
withdrawn by both Getty and Dowie.
MAved by Council Member Roehr and Seconded by Council Member Penaluna that the Council go on
with the agenda and hearing. On roll call: Aye: Getty, Penaluna, Roehr, and Wilharm.
Nay: Dowie. Motion carried.

At the end of the hearing, Mayor Rooff called for any one else who wished to speak to come
forward, there were none, and he formally closed the hearing.
Mayor Rooff stated as soon as the transcript was completed, copies would be given the Council,
and this would not be ready for at least a week or more.
Mayor Rooff closed the meting at 4:40 P.M.
