HomeMy WebLinkAbout03/29/79"N' ~ March 29, 1979 The Council of City of Waterloo, Iowa, met in Special Session in the Council Chambers in City Hall at 1:00 P.M. on March 29, 1979 pursuant to the following call: TO CITY COUNCILMEN OF THE CITY OF WATERLOO, IOWA: You are hereby notified that a Special Meeting of the City Council of the City of Waterloo, Iowa, will be held at the Council Chambers in the City Hall in the City of Waterloo, Iowa at 1:00 P.M. on Thursday, March 29, 1979 and that said Special Meeting is being called for the purpose of filling the vacancy in the Office of Council Member Third Ward, created by the untimely death of Sally Hutchison, for the balance of her unexpired term. You are further notified that no other business except the above will be trans- mitted at said Meeting. (Signed) Leo P. A prayer was offered by Council Member Getty and there was a moment of silence in memory of Sally Hutchison, Council Member Third Ward, deceased. 75996 - Moved by Bowers, seconded by Burton that "Resolution expressing sympathy and sorrow of the Mayor and City Council of the City of Waterloo, Iowa, in the untimely death of Sally Hutchison, Council Member Third Ward',' be adopted. Ayes: Six. Resolution adopted and upon approval by Mayor, assigned No. 26240. 75997 - Moved by Roehr, seconded by Dowie that Copies of the Call for the Special Meeting of March 29, 1979 at 1:00 P.M. in the Council Chambers in City Hall, be received and placed on file. Motion carried. 75998 - Mayor Rooff announced that a Council Member Third Ward was to be elected to fill the vacancy caused by the untimely death of Sally Hutchison for the unexpired term ending January 2, 1980 at 12:00 Noon. He stated Sally tried to resign several times, expressing the importance that the people of the Third Ward be served immediately and she should be allowed to resign, however, he assured her we didn't want her resignation but wanted her back. He felt some might find fault, but reminded everyone that this was Sally's wishes, to that he bows and to that he abides. Moved by Wilharm, seconded by Dowie that communication from Mayor Rooff recommending the name of Tom Penaluna for appointment as Council Mamber Third Ward for the unexpired term ending January 2, 1980 at 12:00 Noon. be received, placed on file and Tom Penaluna nominated to fill the vacan- cy. Motion carried. 75999 - Joe Butler, 167 Letsch Road, offered for nomination the name of Marion Hutchison. -2- 75999 - (Continued) Moved by Wilharm, seconded by Roehr that the above name be received, placed on file, accepted and Marion Hutchison nominated to fill the vacancy. Motion carried. 76000 - Mayor Rooff then asked for addition nomination, and there were no others. Moved by Roehr, seconded by Wilharm that nominations cease. Motion carried. 76001 - Moved by Dowie, seconded by Wilharm that the City Clerk be instructed to distribute ballots to the Council Members present for election of Council Member Third Ward for unexpired term of Sally Hutchison, deceased, ending January 2, 1980 at 12:00 Noon. Motion carried. 76002 - Moved by Wilharm, seconded by Bowers that the City Clerk and City Attor- ney be instructed to gather and count the ballots, and report the results. Motion carried. 76003 - The City Clerk and City Attorney reported they had counted and checked the ballots, and Tom Penaluna had the most votes in favor. Councilman Roehr reviewed the ballots. Mayor Rooff after examining the ballots, declared Tom Penaluna duly elected as Council Member Third Ward, effective immediately to fill the unexpired term ending January 2, 1980 at 12:00 Noon. Moved by Burton, seconded by Getty that the City Clerk be instructed to destroy the ballots. Motion carried. MAYOR RnnFF GAVE THE OATH OF OFFICE TO TOM PENALUNA. 76004 - Mayor Rooff told Tom Penaluna he was taking on a big job, basically 24 hours a day, 7 days a week, the citizens of Third Ward needed his help and concern, and regardless of problem he must tend to it and listen to the people, and then congratulated and welcomed him to the Council. 76005 - Moved by Burton, seconded by Dowie that the Council adjourn.
