The Council of City of Waterloo, Iowa met in Special Session in the Council
Chambers in City Hall at 7:00 P.M. on March 1, 1979, pursuant to the following
call:
TO: CITY COUNCILMEN OF THE CITY OF WATERLOO, IOWA:
You are hereby notified that a Special Meeting of the City Council of the
City of Waterloo, Iowa, will be held in the Council Chambers in City Hall
715 Mulberry Street, in the City of Waterloo, Iowa, at 7:00 P.M. on
Thursday March 1, 1979, and that said Special Meeting is being called for
the purpose of a hearing and consideration of the Fiscal 1980 Budget
You are further notified that no other business except the above will be
transmitted at said Meeting.

75853 - Moved by Roehr, seconded by Dowie that Copies of the Call for the
Special Meeting of March 1, 1979 at 7:00 P.M. in the Council Chambers,
in City Hall, be received and placed on file. notion carried.
75854 - Moved by Bowers, seconded by Burton that proof of publication of the
Notice of Hearing on the Budget Estimate for the 12 month period of
July 1, 1979 through June 30, 1980 for the City of Waterloo, Iowa, be
received and placed on file. Motion carried.
75855 - Mayor Rooff thanked the Citizens' Budget Review Committee Members Mike
Adams, Margaret Bachtell, Dave Buck, Ron Dixon, Gene Redmon, Sue Wilson,
and Ruth Anderson for taking time from their busy schedules to build a
budget for the City showing a 6.34% increase over last year. He stated
the Committee's recommendations, whenever possible during the year,
would be adopted, however, he disagreed with bringing Clean Community
Commission into one of Waterloo's Departments as funding from Cedar Falls
and Evensdale might be lost, and the hope was this would be the last
year for funding this project and the private sector would take over.
Rich Eytcheson opposed combination with a City Department due to possi-
bility of losing volunteers. Dave Buck stated the Fire, Police and
essential services were given the most consideration, projects such as
city garage, etc. were studied, garbage collection fee increase to $3.50
was recommended, water pollution control plant needs, street lights and
stop and go signals examined.
75856 - Mayor Rooff announced the time had arrived to hear objections, if any,
and called for written and oral objections. The Clerk reported no
written objections had been filed and no oral objections were made.
75857 - Mayor Rooff recommended the garbage fee be raised $1.O0, making same
$3.00 per month, which would cover manpower, fuel and dump fee but not
the cost of equipment, etc. Councilman Bowers mentioned City Hall main-
tenance needs which were not funded.

75858 - After giving opportunity for all desiring to be heard it was moved by
Dowie, seconded by Roehr that "A resolution adopting the annual budget
for the Fiscal Year ending June 30, 1980, for the City of Waterloo, Iowa",
be adopted as set forth in the Budget Summary Certificate and in the de-
tailed budget in support thereof, the garbage fee set at $3.00 per month,
and the City Clerk instructed to file the adopted Budget with the County
Auditor as provided by law, said Budget being in words and figures as
shown on the following page....

Ayes: Six. Absent: Hutchison. Resolution adopted and upon approval
by Mayor, assigned No. 2 6 2 0 4.
75859 - Moved by Getty, seconded by Burton that the Council adjourn. Motion
carried.
