NEW BUSINESS 1 . Discussion of council' s recommendation on boards and commissions . ADJOURNMENT Susan Fangman City Clerk BOARDS & COMMISSIONS COMMITTEE May 13 , 1996 4 : 00 p.m. Large Conference Room Members present : Chairperson Krizek, Mollenhoff, Mayor Rooff Members absent : Collier. It was moved by Mollenhoff, seconded by Krizek to approve the agenda as proposed. Ayes : Two. Absent : Collier. Motion carried. Mayor Rooff reported that there are many upcoming vacancies on several boards and commissions that need to be filled. The biggest problem in replacing board members is to find qualified candidates . There are several vacancies on the Library, Recreation, MET Transit, Planning and Zoning and Appeals Board that should be filled in the upcoming months . Candidates need to know the importance of regular attendance so that the boards and commissions can operate on a monthly basis with a quorum of members . Councilperson Krizek pointed out that there are many boards and commission meetings that conflict with the meetings of the Mayor and Council . This makes it difficult for council liaisons to attend the boards and commission meetings . Mayor Rooff reported that replacements for the Library Board need to be appointed within the month. There are several qualified citizens for the Library Board who have submitted applications to the Mayor' s office. The Mayor also needs the council to think about suggestions for appointments to the Airport Commission, Cable Commission, Recreation Commission and Planning and Zoning. Councilperson Mollenhoff suggested that Bill Robert would be an excellent candidate for the Recreation Commission. Mayor Rooff asked that Mollenhoff have an application sent to Mr. Robert . Mayor Rooff stated that he would provide the council of a list of board and commissions with seats marked for replacement and also indicating which members have served more than two terms . Councilperson Krizek asked that an updated list of the council liaison assignments to each board be provided and a short synopsis of the board duties and meeting schedules also be developed. With no further business before this committee it was moved by Mollenhoff, seconded by Krizek to adjourn the meeting at 4 : 16 p.m. Ayes : Two. Absent : Collier. Motion carried. NEW BUSINESS 1 . Review of boards and commissions applications and set schedule and procedures for recommendation for Mayor. It was moved by Mollenhoff, seconded by Collier to approve the agenda as proposed. Ayes: Three. Motion carried. Committee members provided Mayor Rooff with the following names to be considered for appointment to boards and commissions. Community Development Board: Councilperson Mollenhoff suggested Jan Blevins, Collier recommended Bertha Thomas. Metropolitan Transit Board: Human Rights: Mayor Rooff Carrion. Mollenhoff proposed Chuck Andrews. reported he has considered Rueben Recommendations for the Recreation Board are Bill Robert and David Rainey. Krizek suggested Doug Miller as a candidate for vacancies on the Airprot Commission. She also reported that the Waterloo Development Authority is considering consolidating into a Main Street Board. Collier recommended Charlotte Gaffney for a position on that board. Cable Commission: Bill Eggers and Doris Kelley are candidates for consideration. Mayor Rooff expects vacancies on the Heating Board to be difficult to fill. Many of the members have exceeded two terms and it will be difficult to find new contractors able and willing to serve on the board. Mayor Rooff will provide a description of each board, an updated list of members showing whose terms are up and those whom have served more than two terms. Finally, the Mayor will create a list of candidates to provide to the committee at the next meeting. Councilperson Mollenhoff recommended that a formal orientation process be established for new members to pass on the goals and objectives of the City and Board. With no further discussion it was moved by Mollenhoff, seconded by Collier to adjourn the meeting at 4:03 p.m. Ayes: Three. Motion carried. Susan Fangman City Clerk
