Susan Fangman City Clerk CITY COUNCIL WORK SESSION May 28, 1996 5:15 P.M. Large Conference Room Members present: Mayor Rooff, Mollenhoff, Anders, Getty, Krizek, Jordan, Murphy. Members absent: Collier. It was moved by Jordan, seconded by Mollenhoff to approve the agenda as proposed. Ayes: Six. Absent: Collier. Motion carried. City Engineer Eric Thorson and Kathy Wittmayer, Engineer Technician, reviewed the lists of streets to be considered for reconstruction or overlay during the FY 1997 Street Improvements Program. Selection of the streets for the program is needed at this time so that summer technicians can begin the surveying process required for the design work this winter. Collier now present. There is an estimated revenue stream used for street improvements of 7.5 Million dollars, with 1.5 Million of programmed expenditures and 1 Million for arterial road improvements. This would leave 5 Million dollars to fund the list of street improvements for FY 1997. The engineer is recommending that Airline Hwy be improved with the 1997 arterial funds and Dubuque Road and Orange Road be improved from 1998 arterial funds. Council was provided a summary of the streets submitted by them and citizens needing improvement. Estimates on costs of repair and condition of the street'were included in the summary. Councilperson Krizek pointed out that most of the streets on her list need complete reconstruction which is much more costly than an overlay program. She provided a summary of the total number of streets on the list and by ward with an OCN over twenty. Wittmayer asked that the council look at the street program with the OCN number in mind. Any street OCN above sixteen is considered in need of reconstruction as it is rated, Poor, Very Poor or Failed. Councilperson Mollenhoff asked what is the status of repairs for Hollywood street. Thorson reported that it is in the seal coat program and Larry Cunningham has focused resources in the Street Department on maintaining it until repairs can be made. Councilperson Collier asked what streets are in this year's seal coat program. Thorson reported that the list of streets was provided to the council several weeks ago. Thorson explained that the seal coat program is a result of Kathy Wittmayer and Assistant Street Superintendent Steve Decker working closely together. They have attempted to schedule the seal coat program so that the worse streets are being done but still focusing on an area so that crew times are maximized. The seal coat program is set up so that approximately one fifth of the unimproved streets will be repaired each year. Mayor Rooff asked if the engineers could prepare a list of the total number of miles needing overlay, the total number needing reconstruction and the percent of the total for each ward. This would help in determining the most equitable way of expending funds. Councilperson Mollenhoff suggested that there is need to also look at the traffic levels in each ward and make sure that the most traveled roads are maintained first regardless of ward. Thorson pointed out that Interstate Substitution Funds have allowed most arterial roads to be replaced or repaired. Councilperson Murphy proposed setting aside a certain number of dollars each year for reconstruction and then to divide the remaining funds into the overlay program by ward. Wittmayer asked for consideration of a suggestion to study alternate paving methods. There are a number of streets that have a six inch rock base with two inches of asphalt with curb and gutter. Several of these streets have lasted forty years while in some areas of town streets with eight inches of concrete have failed in twenty years. Alternate methods would allow staff to review both traffic patterns, base materials and infrastructure to choose the most cost effective method of reconstruction. Mayor Rooff asked that consideration be given to setting up a program which annually funds 1 Million dollars for arterial road improvements, 2 Million dollars for reconstruction based on recommendations from the Pavement Management System and 2 Million dollars for overlay by a percent of the total miles needed in each ward. Murphy suggested that staff develop a five to ten year plan for reconstruction and then dedicate most of the funding to the overlay program to try some preventive methods. Eric Thorson agreed to revise the list by adding streets requested by Murphy, establish a list of 2 Million dollars in reconstruction needed and then equally divide the overlay program by the same percentage of number of miles in each ward. Mayor Rooff asked that Krizek, Anders and Murphy work with the Engineers office to develop some kind of equity for the needs of the citizens. Krizek suggested that maybe there is a need to hire a full time engineer for the pavement management program with experience in alternate construction styles to move the program forward. With no further discussion it was moved by Getty, seconded by Mollenhoff to adjourn the meeting at 6:30 p.m. Ayes: Seven. Motion carried. Susan Fangman City Clerk
