HomeMy WebLinkAboutMinutes-11/18/1996CITY COUNCIL WORK SESSION November 18, 1996 4:30 p.m. Large Conference Room Members present: Mayor Rooff, Anders, Collier, Getty, Krizek, Jordan, Murphy. Members absent: Mollenhoff. Moved by Jordan, seconded by Krizek to approve the agenda as proposed. Ayes: Five. Absent: Mollenhoff, Murphy. Motion carried. Councilperson Collier reported that he had visited with the residents making the request to rezone from "M-1" Light Industrial District to "R-2" One & Two Family Residence District property located in the 300 and 400 blocks of Rath Street and 1800 and 1900 blocks of Sycamore Street. All residents in those blocks are in favor of the rezoning. The businesses in the Rath Increment District would not be affected by the rezoning as it is limited to the areas containing residential property only. Collier stated his support of the rezoning and recommends approval to the city council. City Planner Don Temeyer provided copies of the Future Land Use Plan and policies which were adopted in 1987. The land use map was last updated in 1993. The land use plan is intended to be used as a guide to achieve uniformity of zoning classifications within the city. Zoning in early years has resulted in many areas of mixed uses throughout the city. The land use plan acts as a guide in evaluating the requests for rezoning. Members should remember to compare the zoning map and the land use map whenever addressing rezoning or new growth for compatibility. Murphy now present at 4:52 p.m. Jordan asked for discussion regarding the request of James Mashek to rezone from "A-1" Agricultural District to "C-2° Commercial District property located at 2531 Logan Avenue to construct mini - storage buildings. Jordan reported that Mashek had provided all council members with a letter stating that the development would be kept as close to a residential setting as possible. Low lighting would be used and traffic flow would be. minimal. A residence is expected to be erected in the future for an on-site manager. Jordan recommended that the request be returned to the Planning, Programming and Zoning Commission for reconsideration of conditional zoning. Mashek explained that the plan for the property would provide a type of buffer zone between the residential properties to the north and the commercial properties along Highway 63. Anders asked if Mashek had looked at other locations for the development. Mashek answered that he had looked throughout the city but based on the real estate location and cost this location is the best placed. When Mashek first looked at the Long range use plan he thought the area was already zoned commercial because it almost borders the commercial zoning line. Krizek asked if the new construction would present drainage problems. Temeyer reported that it is not evident at this time but drainage would be addressed during the approval of building permits. Jordan again stated that Planning and Zoning should look at it again. He feels commercial business can have a minimal impact on a residential area. His home is just blocks away from a commercial area and it doesn't create conflicts. With no further discussion on the matter, it was moved by Krizek, seconded by Jordan to adjourn the meeting at 5:15 p.m. Ayes: Six. Absent: Mollenhoff. Motion carried. Susan Fangman City Clerk
