Members absent: Collier. Jordan. Moved by Mollenhoff, seconded by Murphy to approve the agenda as proposed. Ayes: Five. Absent: Jordan, Collier. Motion carried. City Planner Don Temeyer and Leap to the Future Steering Committee Chairman Fedon Petrides updated the Mayor and Council on the final draft of the Leap to the Year 2020 brochure. The changes presented in the brochure are a result of the recommendations by citizen participants at the Leap session held on February 29, 1996. Economic Development strategies have been updated to focus marketing efforts in targeted markets which fit well to the area's unique attributes. Expansion of the industrial park and airport development parks continue to be a priority. Incentive packages need to be developed for new and existing business expansion. Human Development strategies are evolving to include support for a more diverse community and streamline the social service system to meet the basic needs of all citizens. There is a need to promote volunteerism by supporting the Volunteer Center and communicating its benefits to employers and employees alike. Progressive Government detailed developing the downtown district, airport plan and additional transportation opportunities including the Avenue of the Saints, diagonal to Marshalltown and extension of Highway 20. There is an emphasis on revitalization of neighborhoods through rehabilitation, demolition and infill of older neighborhoods by creating new housing incentives. New areas to improve the quality of life are the additions of soccer and softball facilities, continued support of trail system and expansion of golf facilities. Cultural activities that are seen for the future are expansion of the Junior Art Gallery, expansion of public cable access, and promotion of an African American Museum. A new component to the process is the focused planning for schools. Citizens want to look at a new school delivery system and expansion of the curriculum to encourage specialty and trade schools. Other recommendations include the need to continue to support Partners in Education, partnerships with Iowa universities and investigate the "lighted schoolhouse concept". Councilperson Anders stated that he is unclear on the purpose of proposing a goal to "support and encourage a positive attitude toward the East side of Waterloo". Mayor Rooff responded that this isn't a new issue for this administration. A book received from the 1920's discusses Waterloo's East/West controversy. Krizek explained that the same things are said about the downtown area throughout the brochure. Petrides reported that the new brochures will be distributed through the Chamber of Commerce, city offices and used as promotional material. City Planner Don Temeyer stated that city staff uses the document as a guide to refocus efforts when planning for the future. Temeyer stated that it is a necessary long range planning document and shows staff what the leaders are supporting. After the document is complete then the steering committee works on an action plan and follows up on the strategies with the assigned agencies. The committee attempts to assist the persons responsible for implementing the strategies in any way possible. Council Work Session September 16, 1996 Page 2 Mollenhoff stated that he would clarify that the Mayor and Council are not behind staff but rather leading staff in long range planning. With no further business to discuss it was moved by Murphy, seconded by Mollenhoff to adjourn at 6:05 p.m. Ayes: Five. Absent: Jordan, Collier. Motion carried. Members absent: Jordan. Moved by Anders, seconded by Murphy that the Agenda, as proposed, be approved. Ayes: Six. Absent: Jordan. Motion carried. Mayor Rooff and the council discussed upcoming meetings. With no further business before the council, it was moved by Getty, seconded by Murphy that the meeting be adjourned. Six. Absent: Jordan.
