Members absent: Krizek.
The ordinance committee requested that the Attorney and Clerk's office work
jointly to prepare standard documentation to be issued for all boards and
commissions of the City. After reviewing the appropriate statutes and speaking
with the Institute of Public Affairs at the University of Iowa, staff have the
following recommendations. These items would be appropriate to be placed in
packets for each new board and commission member by the staff department
assigned under the direction of the board.
Items in the packet for each member include: Letter of Introduction, identifying
the purpose and charge of the board, staff contacts and other pertinent information
documentation on the gift law and open meetings law. A copy of the ordinance
which establishes the board and identifies its powers and duties and a list of the
members on the board. A copy of the Mayor and Council's address and phone
numbers, the City's organizational chart and a copy of the Leap to the Future
document.
These are all the items that were touched on in the last ordinance committee
meeting plus a few other items staff identified. The intention would be to provide
a package of these documents to each department for their board and request that
they be distributed to all current and new members. Sang-ki has agreed to give an
introductory session to each board and commission on an annual basis. His
presentation will review ethics, the gift law and open meetings laws.
Getty thanked staff for the work done on the project and recommended that the
packets be issued to each department requesting distribution to all boards and
commissions.
Getty requested that staff report on the ordinance addressing street vendors being
regulated. He has received complaints about vendors selling out of trailers on
vacant lots or public property. The Clerks office will provide copies of previous
documentation for review by Council.
With no further business to discuss, it was moved by Mollenhoff, seconded by
Jordan to adjourn the meeting at 6:16 p.m. Ayes: Six. Absent: Krizek. Motion
carried.
