Members absent: Jordan, Collier, Mollenhoff.
Moved by Krizek, seconded by Murphy to approve the agenda as
proposed. Ayes: Four. Absent: Jordan, Collier, Mollenhoff.
Motion carried.
Chairperson Getty requested this meeting to discuss the number of
members on boards and commissions. There have recently been
problems with getting quorums to hold regularly scheduled monthly
meetings. Specifically, the cable commission has had difficulty
obtaining a quorum because of the large number of members on the
committee.
Anders inquired of the attorney what baseline is used for
establishing the number of members for each committee. Assistant
City Attorney Sang-ki Han reported that the numbers of committee
members for each board and commission could be set by either State
Code or city ordinance. The council would have the discretion to
change the makeup of a committee set by ordinance.
Anders would like to look at decreasing the number of cable
commissioners to nine instead of eleven. Getty proposed leaving
the ordinance as is at this time now that nine of the eleven
members have be reappointed or newly appointed. He recommends
evaluating the attendance of the Cable Commission meetings after
these appointments have been approved.
Krizek provided the Mayor, council and staff a copy of information
received from the City of San Antonio regarding leadership training
for members of their boards and commissions. The training
addresses such issues as ethics, ordinances, open meetings laws and
any applicable state codes.
Mayor Rooff agreed that no city-wide formal education is done for
boards and commission members. It would be beneficial to
investigate the possibility of organizing training.
Getty asked the members of the committee to review the
documentation and to set a meeting in two weeks to discuss the
issue. The Attorney's and Clerk's office staff will attempt to
provide information on issues to be covered in training sessions.
Moved by Murphy, seconded by Anders to adjourn the meeting at 5:05
p.m. Ayes: Four. Absent: Jordan, Collier, Mollenhoff. Motion
carried.
