Members absent: Collier. Moved by Murphy, seconded by Mollenhoff to approve the agenda as proposed. Ayes: Five. Absent: Collier, Jordan. Motion carried. Administrative Director Bob Stevenson updated the council on various items related to the water pollution control facility upgrade. RUST Environmental and Infrastructure has completed the report on the conceptual design for the domestic side of the Easton Avenue plant. The council will soon need to approve the final design concept and the EPA has indicated that additional funding may be available for completion of unmet needs. The partnering process has resulted in a recommendation to proceed with a single stage activated sludge system. Bob Bamsey, RUST, updated the council on the progress with the consent agreement projects identified as priority one. The river diffuser, wet weather flow equalization basin, and high strength industrial pretreatment are on schedule for completion by July, 1997 in accordance with the schedule approved by the DNR. That would leave further projects to be undertaken which were identified as second in priority. Updating the Easton Avenue domestic operation is next on the list of projects not yet undertaken for completion. Bamsey reviewed the design document for updating Easton Avenue and explained the key criteria in selection of the single stage activated sludge process. The process has been identified as the least costly in start up, operating and life cycle costs. Staff will be able to share training procedures for both sides of the plant. The process selected by the partnering committee is to continue with.sludge treatment but upgrading to a two temperature treatment. The change will allow the process to proceed faster and can generate less sludge. The current six digesters can be refitted for use with the new process. Two of the six will be converted to temperature controllers. Additional stages will include demolition of the trickling filters, three additional clarifiers, digester renovation and a sludge storage facility. The trickling filters will be converted to storage tanks for the menthane gas used in the heating process. Jordan now present at 5:30 p.m. Mayor Rooff compared new design capacity for growth to handle a population of one hundred twenty thousand and an additional industrial user the size of IBP if pretreatment is utilized. Bamsey reviewed the current status of projects. All projects listed with priority one are under construction, priority two projects are ready to be let and priority three are those projects under design. Talks with the EPA have indicated that if the City requests additional federal funding to complete the list of projects the request would be received favorably. Total projects needed for the water pollution control and sewer system exceed seventy-eight million dollars. Currently funding has been approved up to sixty- seven million dollars. Staff is asking for approval to begin seeking the support of Senate representatives and the EPA on additional funding opportunities. Council Work Session January 27, 1997 Page 2 RUST has completed the methane gas energy recovery study. Getty requested that another work session be scheduled in two weeks to discuss that study. City Planner Don Temeyer provided an update on the status of the Martin Luther King project. A map of the road design alternatives was presented. It has been determined that the final terminus point should be changed from the Newell Street location to a location between Newell and Independence Avenue. This will alleviate the conflict traffic with workers from John Deere and IBP and truck traffic between the Warren site and John Deere's Donald Street site. The total length is shorter which should reduce costs. The next step would be to obtain an environmental assessment of new proposed location for the road terminus. The environmental assessment is primarily for wetlands and archaeological clearance. The next phase of the project has been let by the DOT and resulted in a bid of 2.2 million dollars on an estimated 3 million dollar phase of the project. The bid savings should allow for additional grading and paving to be completed towards Northeast Industrial Drive.
