Members absent: Jordan, Krizek. Also present: Bob Bamsey of RUST, and Roseann Cory, Pre -Treatment Coordinator. Moved by Getty, seconded by Murphy that the Agenda, as proposed, be approved. Ayes: Five. Absent: Jordan, Krizek. Motion carried. The Sewer Use and Pretreatment Ordinance was reviewed. Mayor Rooff stated that staff has been working on the ordinance for several years as to what waste is allowed and not allowed. Bob Bamsey of RUST Environment & Infrastructure, reviewed the ordinance. It is a requirement of the grant and the consent agreement that we update the ordinance. The purpose of the ordinance is to provide optimum public use of the city's wastewater collection and treatment facilities through the regulation of sewer construction, sewer use and industrial wastewater discharges. To provide for distribution of the city's costs for ownership, operation and maintenance of the wastewater collection and treatment facilities necessary for protection of public health and environment and to meet the applicable regulatory requirements that may be imposed on the city now or in the future. The ordinance provides for regulation of sewer construction that will contribute to the city's facilities, quantity and quality of wastewater discharges, industrial wastewater pretreatment requirements, establishes fees for the distribution of costs for ownership, operation and maintenance of the collection and treatment facilities, the approval of plans and/or specifications for sewer construction, issuance of permits for industrial wastewater discharge, miscellaneous permits, and establishment of appropriate enforcement action for violation of the ordinance. An industrial user is anyone except a resident. Industrial wastewater includes all wastewater from any manufacturing, processing, institutional, commercial, agricultural or other operation where the wastes discharged include significant quantities of wastes from non-domestic sources. The Publicly Owned Treatment Works (POTW) is under the authority of the City of Waterloo. The Superintendent of the Water Pollution/Flood Control Department is the administrator of the system. Permits will be required for construction of improvements and/or extensions that will contribute to the Publicly Owned Treatment Works and the discharge of any non-residential user to the POTW. Applications for construction of sanitary sewer extensions and/or improvements that connect to the Waterloo POTW must be submitted to the City Engineer for approval. All non-domestic users of the POTW must obtain a wastewater discharge permit from the city. The permit application will be used to collect a data base and help to manage the system. The data base will help to identify the source of certain drainage. A permit fee may be established, but it is not necessary. Another work session will be scheduled for July 28, 1997.
