HomeMy WebLinkAbout03/24/1997CITY COUNCIL WORK SESSION March 24, 1997 6:00 p.m. Large Conference Room Members present: Jordan, Mollenhoff, Collier, Getty, Anders, Krizek, Murphy, Mayor Rooff. Moved by Jordan, seconded by Collier to approve the agenda as proposed. Ayes: Seven. Motion carried. Getty requested discussion of the ordinances and policies addressing street vendors in the downtown area. Getty has received several calls about vendors selling products out of trailers or push carts. The Clerk's Office also dealt with problems during the summer of 1996 when vendors were using city parking stalls to sell goods from. Currently the only regulations for vendors are health department or zoning regulations. Krizek suggested establishing a licensing requirement so that vendors could be tracked and regulated. She suggested a license fee of $100.00 be considered. Anders questioned whether this council should even address the issue. It would affect every kind of vendor, from sweet corn and vegetable stands to ribs or hot dog vendors. Anders suggested that vendors just be asked to move off of public right of way onto private property without establishing an ordinance to control it. Collier asked who would regulate use if an ordinance was established. The Clerk's office, Attorney or Police Department would be enforcing agencies. Anders requested that staff just document any complaints received to evaluate the magnitude of the problem. Discussion was also heard about evaluating ordinances from other cities or establishing a policy instead of ordinance to address the issue. With no further discussion, it was moved by Collier, seconded by Getty to adjourn the meeting at 6:20 p.m. Ayes: Seven. Motion carried. Susan Fangman City Clerk
