Moved by Mollenhoff, seconded by Collier that the Agenda, as proposed, be approved. Ayes: Five. Absent: Jordan, Murphy. Motion carried. A proposed Confined Animal Waste Disposal Systems Ordinance was reviewed. The confined waste system container must have a maximum volume of 2.36 cubic feet or 17.72 gallons. The container shall be placed in an area of the property not normally occupied or used for play or recreation, and the container must be buried so that the lid remains exposed. The container must have a water proof lid that must remain closed at all times. The lid may be removed only when animal excrement or droppings are deposited or added. Lime or activated enzymes shall be added periodically to promote the continued decomposition of waste. Enforcement of the ordinance shall be by the Black Hawk County Health Department: and/or the animal control officer. Councilperson Jordan now present at 5:28 p.m. Lou Cutwright, Building Inspection, stated that the only way the city will know about problems will be when a neighbors calls to complain or the resident requests assistance. Councilperson Krizek questioned if no permit is required how will staff know that the system has been properly installed. Staff suggested that the council could include the provision that a permit be required. Murphy now present at 5:35 p.m. Mayor Rooff suggested that the neighbors will help with enforcement of the ordinance. Moved by Krizek, seconded by Collier that the proposed Confined Animal Waste Disposal System Ordinance be placed on the council agenda of December 1, 1997. Ayes: Seven. Motion carried. With no further business before the council, it was moved by Krizek, seconded by Mollenhoff that the meeting be adjourned at 5:39 p.m. Ayes: Seven. Motion carried. Nancy Eckert City Clerk
