Getty Council Chambers Thursday, March 8, 2018 5.30 PM CITY OF WATERLOO GOALS 1. Support the creation of new, livable wage jabs through a balanced economic development approach of assisting existing businesses,fostering start-ups, attracting new employers and cultivating an adequate workforce. 2. Implement a Community Policing strategy that creates a safe environment in Waterloo. 3. Reduce the City's property tax levies through a responsible balance of cost reduction in City operations and increases in taxable property valuations to ensure that Waterloo is a competitive, affordable, and livable city 4. Enhance the image of Waterloo and the City to residents and businesses inside and outside of the community. General Rules for Public Participation 1. At the chair/presider's discretion,you may address an item on the current agenda by stepping to the podium,and after recognition by the chair/presider,state yourname address and group affiliation(if appropriate)and speak clearlyinto the microphone. _ 2. You may speak one(1)time per item for a maximum of five(5)minutes as long as you have registered with the City Clerk's office no later than 4:00 p.m.on the day of the Council Meeting.If not registered with the City Clerk's office you may speak one(1)time per itemI for a maximum of three(3)minutes. - 3. If there is a hearing scheduled as part of an agenda item,the chair/presider will allow everyone who wishes to address the council,using the same participation guidelines found in these"general rules". 4. Although not required by city code of ordinances,oral presentations may be allowed at the chair/presider's(usually the Mayor or Mayor Pro Tem)discretion.The"oral presentations"section of the agenda is your opportunity to address items not on the agenda. You may speak one(1)time per item for a maximum of five(5)minutes as long as you have registered with the City Clerk's office no later than 4:00 p.m.on the day of the Council Meeting.If not registered with the City Clerk's office a speaker may speak to one(1)issue per meeting for a maximum of three(3)minutes.Official action cannot be taken by the Council at that time,but may be placed on a future agenda or referred to the appropriate department. 5. We all need to voice our concerns for children whose parents can't afford computers so they have a place to do school work after school. For us senior citizens that do genealogy,the library has the programs that we can only use when we're at the library. This decision does not come easy because I sat in the same seat that you currently sit in. I respect your input and the diversity of perspectives that exist with council. As Mayor, I see the opportunities for progress and I have a deep understanding of the challenges we face as well. A budget is an evaluation of your priorities but should be developed with input from those that are policy makers, those that pay for services and the staff that provide critical services necessary. With that said, there has to be a careful mix of spending and savings. The budget proposal that I laid before you had a mix of items submitted prior to the budget submission period with careful concern for other impacted areas that may lead to diminishing our overall effectiveness as a municipality. Over the last several years as a Councilman and as your Mayor we have worked to impact the levy rate and the overall cost of living in the City of Waterloo. Some may say that there has been no progress but we are 2/3 rd in the top 10 cities to decrease our rate over the last several years. We have made great strides from where we were at years ago but we have so much more to do. The City of Waterloo has the 3rd lowest amount of FTE's from the top 10 largest cities in Iowa and is nearly at the top with square miles to serve, so the majority of our budget is staffing. 2. Our overall budget has some factors that are outside of our control, such as property values, rollbacks and valuations, but we are still legally required to provide services. 3. The budget that I proposed provided a mix between council member suggestions and offered the largest residential decrease in at least 17 years. 4. The current budget rate passed under the budget resolution impedes the City of Waterloo from adequately providing the level of services necessary and deserved for the citizens of Waterloo. 5. The budget resolution could potentially hinder our ability to meet the growing demands of federal and state regulations—such as EPA, IDNR or FEMA—that are nearly certain to come. It is more cost effective to have adequate staff to meet those needs. 6. The level of funding under the budget resolution could have a significant impact on public safety and similarly related departments. To quote Major Leibold: "The police department depends on all other city departments to ensure the safety of our citizens". I ask that you respectfully support my veto based on outlined factors and our ability to move Waterloo forward. (e.g. City of Dubuque uses local option sales tax for Debt Service). To be effective 7-1- 2019. III.) Join with other cities in Iowa demanding the State Legislature either permanently supply cities with backfill from the 2012 Corporate Tax Cut or rescind the Corporate Tax Cut Law. IV.) Make use of a certain agreed upon % of TIF when so doing would not jeopardize acquisition, infrastructure placement, development and marketing in the TIF Districts. V.) Approve use of advertising on City-owned vehicles— possibly bringing in @$100,000. VI.) These proposals (#Ithru #4) are based on 100% Corporate tax backfill.
