Members present: Morrissey, Shimp, Klein, Amos, and Juon. Absent: Jacobs.
Moved by Morrissey seconded by Shimp that the Agenda, as proposed, be approved. Voice
vote-Ayes: Five.
Objective: Discussion of a zoning ordinance regarding airport land use and height overlay for
property located around the Waterloo Regional Airport.
Aric Schroeder, City Planner, provided a brief explanation of the grant and its purpose.
Brian Schone, INRCOG, provided an overview of the process to develop the ordinance and the
contents of document. The proposed document is an update to the current overlay ordinance,
which was originally adopted in the 1950s. The board of adjustment and staff for the ordinance
would be drawn from existing committee members and staff from the participating governmental
jurisdictions.
Mr. Schmitt arrived at 4:53 p.m.
Mayor Hart stepped out and returned at 4:57 p.m.
Mrs. Juon questioned if an overview exists of the changes from the current ordinance to the new
ordinance.
Brian Schone explained that the ordinance is essentially a rewrite from the 1950s version.
Mrs. Juon questioned how land use requests would be handled.
Brian Schone explained the process to review requests and when the requests would activate a
meeting of the three jurisdictions.
Mr. Morrissey questioned if grandfathering would need to be considered for the zones outlined
in the ordinance.
Brian Schone explained the nonconformity section of the proposed ordinance.
With no further business before the Council, it was moved by Morrissey seconded by Amos that
the meeting be adjourned at 5:01 p.m. Voice-vote Ayes: Six. Motion carried.
