Absent: Jacobs Moved by Schmitt seconded by Morrissey that the Agenda, as proposed, be approved. Voice- vote-Ayes: Six. Motion carried. Objective: FYE17 Audited Statements Presentation by RSM US LLP Michelle Weidner, Chief Financial Officer, introduced RSM US, LLP and thanked Finance Department staff, City Clerk's Office staff, and other departments for their help with the audit. Kevin Smith, RSM US, LLP, provided an overview of the audit process, summarized the FYI financial performance, internal control and compliance reporting, and auditor communications. Mr. Jacobs arrived at 4:3 8 p.m. Mr. Schmitt questioned if their firm provides operational audits such as reorganization. Kevin Smith explained that they provide technology,personnel, and organizational reviews. Mr. Schmitt questioned if their firm looks at shifting funds from different departments to cover specific duties. Kevin Smith explained that they would look for restricted funds to non-restricted funds but not between general funds. Mr. Morrissey questioned the other levels of audit results. Kevin Smith explained the different levels of audit opinions and stated that the city received the highest opinion. Mrs. Juon questioned the level of concern regarding information technology and cash collection deficiencies reported in the findings. Kevin Smith explained why neither area were significant material findings. Mrs. Juon questioned if they have recommendations for improving cash handling at offsite locations and if this has been in the audit before. Kevin Smith explained recommendations for the handling of offsite cash collection at places such as pools and confirmed it has been listed in prior audits. With no further business before the Council, it was moved by Morrissey seconded by Amos that the meeting be adjourned at 4:54 p.m. Voice-vote Ayes: Seven. Motion carried. Kelley F lchle City Clerk
