Members present: Morrissey, Shimp, Klein, Amos, and Juon. Mr. Jacobs arrived at 4:24 p.m.
Mr. Schmitt arrived at 4:32 p.m.
Moved by Amos seconded by Morrissey that the Agenda, as proposed,be approved. Voice vote-
Ayes: Five. Motion carried.
Objective: Facility Updates on Water Main Supply for the Yard Waste Site and the Lagoon
Sandie Greco, Interim Public Works Director, provided an overview of the project and
introduced the consulting engineer for the project.
Mr. Jacobs arrived at 4:24 p.m.
Bill Claassen, Claassen Engineering, handed out plans for the proposed location for the water
main and sanitary sewer line to be installed by the yard waste site. A building would be built at
the yard waste site with restrooms and fire hydrants would be installed at the site as well.
Mrs. Juon questioned when the project would begin.
Mr. Claassen explained that once the city enters into a contract survey work can begin to start the
project.
Mrs. Juon questioned the estimated cost of the contract.
Mr. Claassen explained that design work would cost $22,000 and $15,000 for construction
oversight. Construction of the building would be an additional cost. Actual construction for the
two mains would be between$200,000 and$300,000.
Mr. Morrissey questioned if the restroom would be open to the public.
Sam Barrett, Operations Supervisor, explained that an office would be placed in the building to
replace the trailer currently at the site and that the public could use the restrooms if necessary.
Mr. Schmitt arrived at 4:32 p.m.
Mr. Morrissey questioned the time frame for completing the project.
Mr. Claassen explained the completion target would be 2018.
Sandie Greco commented that the plans are in the very preliminary stages.
Objective: Traffic Fiber Optics and Camera Master Plan
Doug Pershall, GBA Systems Integrators, LLC, provided an overview of the fiber optics
communication and monitoring cameras master plan.
Tuan Nguyen, GBA Systems Integrators, LLC, provided an overview of the technical aspects of
the master plan.
Mrs. Juon questioned where the city is currently with traffic signal improvements.
Doug Pershall explained what fiber is planned to be laid this summer and that ICAP funds have
been awarded to the city to help with the project. He further explained that if schools, water
departments, and police departments are involved with a project it increases potential funding.
Other cities build as a traffic network and other entities and departments jump on board to utilize
the information.

Mrs. Juon questioned who would be contracted to complete the work.
Mohammad Elahi, Traffic Engineer, explained that the master plan is a roadmap for expanding
the network. The loop project will go out to bid in April. The contractor for the University
Avenue Reconstruction project will install fiber as part of the project. The same is true for the
Hwy 63 road construction project.
Mrs. Juon questioned if funding is secured with these projects.
Mohammad Elahi explained that the majority of the projects are already funded with state and
federal grants that include local match.
Mr. Amos questioned if man power to monitor and maintain the system is needed in the future.
Mohammad Elahi explained that the video is recorded for a set amount of time so that video can
be replayed as needed. The city would need staff resources for maintaining the fiber system.
Mr. Schmitt questioned where the city is at with communicating with the schools and Waterloo
Water Works on the project.
Mohammad Elahi explained that initial talks have taken place to include outside entities in the
plan.
Mr. Schmitt questioned if the public safety security cameras are part of the conversation.
Mohammad Elahi confirmed and noted that the cameras are focused on the streets and are not
pointing at homes. He further explained that they have worked with the police department on
locations where they would like to see cameras.
Mr. Schmitt questioned the status of working with Mediacom and other private providers who
have stated in the past that they may be able to partner with the city to get the project done.
Chris Youngblut, IT Director, explained that there has been conversation with Mediacom and the
Police Department but plans are not yet assembled into a formal plan. He further explained that
getting a backbone of a system in place will help the police department down the road.
Mr. Amos commented that he serves on the taskforce along with Chris Youngblut and Chief
Trelka.
Mr. Morrissey questioned if this program involves all of Waterloo and not specific regions.
Chris Youngblut explained that the entire city will be covered.
Mr. Pershall commented that they have worked with a lot of cities who have put together their
fibre optic networks in patches and pieces, making things much more difficult later in the process
when they decide to put the whole city together on the same network. If this plan is followed,
Waterloo will be far ahead because it is being coordinated from the beginning.
Mr. Shimp questioned where surrounding communities are with their progress.
Mr. Pershall explained that West Des Moines is probably the most advanced followed by Cedar
Rapids and Dubuque and stated that Cedar Falls is currently not participating and would suggest
approaching Cedar Falls to apply for federal funding through the MPO to connect the cities
together.
Mr. Morrissey questioned when the plan would be completed.
Mr. Pershall explained that the plan is most likely a 5-7 year project.

With no further business before the Council, it was moved by Morrissey seconded by Amos that
the meeting be adjourned at 5:14 p.m. Voice-vote Ayes: Seven. Motion carried.
