July 2016: Process began with a pre-session questionnaire designed to gather input from City
Council, Mayor, and department heads about city accomplishments, departmental
improvement and future priorities for the city.
August 2016: City council members participated in a planning session to identify the Council's
priorities tb use to frame the goals. The priorities included:
- Tax levy rate reduction
- Economic Development and increasing the number of jobs
- Options for new, rehabilitated, and rental housing
- Public Safety initiatives to reduce the crime rate
- Improving the actual and perceived image of the city
- Growing the population
IDM (Institute for Decision Making) formulated these priorities into draft goals.
September/October 2016: Department heads participated in two planning sessions to develop
strategies to meet the draft goals. Department heads also determined
lead and supporting responsibilities for each strategy and an
implementation timeline.
November 2016: City Council and Mayor revisited the goal statements and provided
individual input into the changes, if any they wished to see in the goals.
IDM used the input to reduce the goals to four major goals.
February 2017: Council adopted the strategic plan.
