Registration Form for each FEPA attendee and do not list multiple attendees on one
form. Submit the completed registration form(s) to James Yao by May 22, 2018. If
you have received the registration form electronically, you may type your information
directly into the fillable PDF document, save your completed registration form as a new
file, and email the file as an attachment to James.Yao(ieeoc.gov. Alternatively, you may
also complete the form by hand, scan the completed form and email it as an attachment
as well. It is preferred that you email your completed registration form; however, you
may also fax your completed registration form to (202) 663-7190. We will use the
information contained in your registration form to finalize training plans, prepare
materials, and ensure that you receive the best possible support during the training.
Check-in time at the hotel is 3:00 p.m. on the day of arrival and checkout is by 12:00
p.m. on the day of departure. The rate is $124 per night plus tax (16.75%).
All reservations must be guaranteed with a major credit card. If you need to cancel your
reservation please do so as soon as possible. For specific information about the hotel's
cancellation policy, please refer to the details presented when making your reservation.
SPECIAL ACCOMMODATIONS:
Please make all requests for special lodging accommodations at the time that you
reserve your room through the hotel reservation process. However, you should also
advise us regarding your request for special accommodation by indicating what type of
accommodation is required on your registration form that you are completing. We will
use this information to ensure that we address your requirements when preparing
materials and presentations for the training. It will also enable us to follow-up with the

TRANSPORTATION:
The Westin Riverwalk is located about in miles south of San Antonio International
Airport (SAT). The Westin does not provide shuttle service to/from the airport to the
hotel. A one-way taxi fare from the airport to the hotel is estimated to be about $30.
Other forms of public or shared ground transportation from the airport to the San
Antonio downtown Riverwalk area are also available All attendees are responsible for
arranging their own ground transportation to and from the airport. For more

On behalf of Waterloo Schools, we would like to take a moment to comment on the proposed land
development known as "Paradise Estates."
Since the building was built, we have monitored and adapted entrance and exit procedures for those who
opt to pick up their children on site. With the proposal of Paradise Estates, we have heard additional
concerns about parking on Kimball Avenue and confusion at the exit. The purpose of this letter is to
communicate with the Waterloo City Council that we have already modified our entrance and exit
protocols at Orange Elementary. We have approved several modifications to signage, including painting

INTRODUCTION AND PURPOSE OF STUDY
At the request of Mike Henning, a resident of Waterloo who lives near Orange Elementary
School, Ament Design has performed an intersection sight distance study along Kimball Avenue
at two (2) access drives located on the east side of Kimball Avenue. In the study area, Kimball
Avenue is a two-lane roadway. It is considered the major roadway. The first location, the first
minor roadway, is the north access drive for Orange Elementary School, which serves as the
exit drive for vehicles leaving the school site and is signed "EXIT ONLY". This north drive does.
however, serve as an entrance drive for school buses only.
The second location, the second minor roadway, is the proposed intersection of Paradise
Boulevard, based on its location and layout as indicated in the Preliminary Plat for Paradise
Estates Addition to the City of Waterloo, dated March 13, 2017, which was prepared by Fehr
Graham Engineering & Environmental of Cedar Rapids, Iowa. The centerline of this proposed
intersection is located approximately 680 feet north of the centerline of the Orange Elementary
School north access drive.
The existing north access drive intersection for the school is located within a tangent section of
Kimball Avenue, south of a crest vertical curve, in a roadway segment having a posted speed
limit of 30 miles per hour (MPH). This access drive is also located within a reduced school
speed limit zone having a 25 MPH speed limit. This reduced speed limit is in effect when the
yellow beacon above the school speed limit sign assembly is operational and flashing.
In this section, Kimball Avenue has an urban section with curb -and -gutter and a storm sewer
system for roadway drainage. The approximate Kimball Avenue roadway width is 31 feet back -
of -curb to back -of -curb (B -B). The approximate north access drive width is about 25 feet B -B.
Design speeds for intersection sight distance review are typically set at 5 MPH above the
posted speed limit for the roadway. For this study, the design speed for this section of roadway
— at the north access drive for the school — will be 30 MPH when the 25 MPH reduced school
speed limit is in effect. The design speed for this section of roadway will be 35 MPH when the
25 MPH reduced school speed limit is NOT in effect and the standard 30 MPH speed limit is in
effect.
The proposed intersection of Paradise Boulevard is within a tangent section of Kimball Avenue,
north of the same crest vertical curve mentioned above, and near a change point in the posted
speed limit for Kimball Avenue. At a point about 95 feet north of the proposed intersection
centerline, the posted speed limit changes from 30 MPH to 45 MPH for northbound Kimball
Avenue and from 45 MPH to 30 MPH for southbound Kimball Avenue.
In this section, Kimball Avenue currently has a rural section with no curb -and -gutter and ditches
for roadway drainage. The approximate Kimball Avenue roadway width is 22 feet (for two 11' -
wide travel lanes) plus a roughly 2 -foot to 2.5 -foot -wide paved shoulder and a roughly 8 -foot to
9 -foot -wide granular shoulders on each side of the roadway. The proposed width of Paradise
Boulevard is 40 feet B -B. This includes two 14 -foot -wide travel lanes (one eastbound and one
westbound), separated by a 12 -foot -wide B -B raised median. Therefore, the centerline of the
westbound lane of proposed Paradise Boulevard — and the location of a driver in a vehicle that
will be turning onto Kimball Avenue — is 13 feet north of the centerline of proposed Paradise
Boulevard, i.e., the centerline of the raised median.

For this study, the design speed for this section of roadway — at the proposed intersection — will
be 35 MPH to the south of the intersection and 50 MPH to the north of the intersection. This is
due to the 15 MPH speed limit change located about 95 feet north of the intersection centerline.
Table 1 below indicates the sight distances that are required along the major roadway at a
minor roadway intersection having stop sign control or requiring motorists to stop by statute.
This table is for a major roadway having two lanes, no median, and profile grades of 3 percent
or less.
The sight distance for each design speed listed is different, depending on the type of maneuver
that the vehicle on the minor roadway is making. The required design intersection sight
distance for left -turn maneuvers is shown in the left column. The required design intersection
sight distance for right -turn maneuvers and crossing maneuvers is shown in the right column.
Because both study intersections are T -intersections, there are no crossing maneuvers possible
at either study location. Note that, for each design speed listed, the intersection sight distance
required for a left -turn maneuver is greater than that required for a right -turn or crossing
maneuver.

The findings of the study are as follows:
At the existing north access drive intersection for Orange Elementary School:
1. For a right -turn maneuver from stop and a 30 MPH design speed (when the 25 MPH
reduced school speed limit is in effect), the required intersection sight distance is 290
feet to the left (south).
2. For a left -turn maneuver from stop and a 30 MPH design speed to the left and the right
(when the 25 MPH reduced school speed limit is in effect), the required intersection sight
distance is 335 feet to the left (south) and to the right (north).
3. For a right -turn maneuver from stop and a 35 MPH design speed (when the 25 MPH
reduced school speed limit is not in effect), the required intersection sight distance is
335 feet to the left (south).
4. For a left -turn maneuver from stop and a 35 MPH design speed to the left and the right
(when the 25 MPH reduced school speed limit is not in effect), the required intersection
sight distance is 390 feet to the left (south) and to the right (north).
5. Therefore, the largest required intersection sight distance for this location at any time of
day is 390 feet to the left (south) and 390 feet to the right (north).
6. The intersection sight distance available in both directions at this location currently
exceeds the required distance. This is the case for passenger vehicles departing from
either the north lane or the south lane of the north access drive.
At the proposed intersection of Paradise Boulevard:
1. For a right -turn maneuver from stop and a 35 MPH design speed to the left, the required
intersection sight distance is 335 feet to the left (south).
2. For a left -turn maneuver from stop and a 35 MPH design speed to the left and a 50 MPH
design speed to the right, the required intersection sight distance is 390 feet to the left
(south) and 555 feet to the right (north).
3. Therefore, the largest required intersection sight distance for this location is 390 feet to
the left (south) and 555 feet to the right (north).
4. The intersection sight distance available in both directions at this location currently
exceeds the required distances, based on existing physical conditions. The available
intersection sight distance to the right (north) for a passenger car is more than 900 feet.
The approximate maximum available intersection sight distance to the left (south) for a
passenger car is roughly 440 feet, or about 50 feet more than the required distance.
This, again, is based on existing physical conditions, primarily the height of the
vegetation (grass) located on the east side of Kimball Avenue adjacent to the north half
of the crest vertical curve. If the grass in this area is permitted to grow to a height of
more than about 6 inches, then the required intersection sight distance of 390 feet to the
left (south) for left -turning vehicles at Paradise Boulevard may not be available.

1. If Paradise Boulevard is constructed as proposed, Ament Design recommends that the
vegetation (grass) located on the east side of Kimball Avenue adjacent to the north half
of the crest vertical curve be mowed frequently so that it is not allowed to grow higher
than 6 inches.
2. Given that a) the maximum available sight distance for passenger cars turning left at the
proposed Paradise Boulevard intersection is about 440 feet (based on existing physical
conditions), which corresponds to a design speed of slightly less than 40 MPH, and b)
that the posted 45 MPH speed limit sign for northbound Kimball Avenue traffic is located
only about 82 feet north of the centerline of the westbound lane of the proposed
Paradise Boulevard intersection, and c) that most drivers tend to start accelerating to the
higher speed limit before reaching the posted higher speed limit sign, Ament Design
recommends that the City investigate the need to move the speed limit change point
farther to the north — away from the proposed Paradise Boulevard intersection, if it is
constructed. The need for speed limit sign relocation could be determined by verifying
whether the 85th percentile speed for northbound vehicles on Kimball Avenue —just
south of the proposed (or newly -constructed) intersection — is less than or equal to 35
MPH or more than 35 MPH.
3. The City should review the signing that is in place along Kimball Avenue for the reduced
school speed limit zone that exists for Orange Elementary School and compare it the
signing and sign location requirements and guidelines found in Section 76.15 on Pages
742-743 of the Manual on Uniform Traffic Control Devices (MUTCD) for Streets and
Highways, 2009 Edition.
