Mr. Schmitt arrived at 4:41 p.m. Absent: Jacobs. Moved by Morrissey seconded by Amos that the Agenda, as proposed, be approved. Voice vote- Ayes: Five. Motion carried. Objective: Main Street Waterloo Annual Report Noel Anderson, Community Planning and Development Director, introduced David Deeds, 922 Mulberry Street and board member of Main Street Waterloo, provided an overview of the search for a new Main Street Waterloo Director. Jessica Rucker, Main Street Waterloo Director, provided an overview of the annual report. She noted that they have 16 new businesses that have opened, participated in 12 development projects, implemented a volunteer database, and estimated that 40,000 people attended Main Street Waterloo events within the last year, and downtown saw $39,834,119 of capital investments in new projects. Mr. Amos questioned how much more opportunity is there for continued growth and development in downtown Waterloo. Jessica Rucker explained that there is a lot more that can be done as there is vacant building space. Mr. Schmitt questioned what the issue is with downtown parking. Jessica Rucker explained that people have an expectation to be able to park in front of the building so they will be helping with educating consumers about parking along with helping Republic Parking with rolling mobile payment systems. Mr. Schmitt questioned if they are looking to expand the district as some of the projects they are involved in look like they are outside the current district. Jessica Rucker confirmed that they are looking at expanding the boundaries of their district. Mr. Morrissey commented that he would like to see 5th street become a two way street with a lower speed limit. He also commented that he would like to see expanded efforts to encourage donations to the flower fund to help beautify downtown. Mrs. Klein commented that she receives a lot of complaints about the bike lane parking and questioned if it has been evaluated or will it be evaluated in the future. David Deeds commented that it is a learning process for people but that it should be evaluated to ensure it is working appropriately. Mrs. Klein questioned if there is coordination with the police department on some break-ins that have taken place in the parking ramp. Jessica Rucker explained she has not been a part of any conversation on the issue and believes the break-ins were isolated and not necessarily an epidemic but she will work on ways to make the situation better. Mrs. Juon questioned the city's obligation to Main Street. Page 2 Noel Anderson explained that the city provides staff to help coordinate events and committees. He further explained that the council will be asked to approve a funding agreement to provide $40,000 to Main Street Waterloo. With no further business before the Council, it was moved by Shimp seconded by Morrissey that the meeting be adjourned at 5:02 p.m. Voice-vote Ayes: Six.
