Dear Council: Please consider this letter as your notice that I am exercising my veto power under Iowa Code 380.5 and 380.6 with regard to the Resolution Amendment for a resolution amendment of h, ;", percent salary increase for non-bargaining employees effective July 1, 2018 passed this evening. As you are already aware, we are working on a compensation schedule for employees beginning in the fiscal year 2019.Therefore, I will veto the resolution for the following purposes. The reasons for the stated veto are: 1. The City of Waterloo decided several years ago to deny offering a comparable salary increase that created several scenarios: • This denial created wage suppression issues with similar departments. • The addition of more bargaining groups • Decreased employee morale • Inequitable division between bargaining and non- bargaining departments 2. Council and Mayor worked together to lower the overall levy rate for the city of Waterloo and its residents. This process was done in good faith. To back away after hours of work is wrong and unfair. 3. These increases are already part of the 2019 approved budget. 4. Sends an inconsistent and negative signal to current employees and/or future employees who believe if you work then you should be incentivized. 5. Council and Mayor are set to receive a 2.08% raise this new year but non bargaining staff who work tirelessly for the city will receive less is a travesty.
