HomeMy WebLinkAboutMinutes-06/29/2009June 29, 2009 The Council of the City of Waterloo, Iowa, met in Special Session at City Hall Council Chambers, Waterloo, Iowa, at 8:00 a.m., on Monday, June 29, 2009. Mayor Timothy J. Hurley in the Chair. Roll Call: Cole, Getty, Hart, Greenwood, Steve Schmitt, Welper, Reggie Schmitt. 129348 - Reggie Schmitt/Steve Schmitt that the Agenda, as proposed, for the Special Session on Monday, June 29, 2009, at 8:00 a.m., be accepted and approved. Ayes: Seven. Motion carried. 129349 - Reggie Schmitt/Steve Schmitt that copies of Call for Special Session on Monday, June 29, 2009, at 8:00 a.m., be received and placed on file. Ayes: Seven. Motion carried. HEARINGS & BIDS 129350 - Cole/Reggie Schmitt that proof of publication of notice of public hearing on 2009 New Fire Station #8, as published in the Waterloo Courier on June 12, 2009, be received and placed on file. Ayes: Seven. Motion carried. 129351 - This being the time and place of public hearing, the Mayor called for written and oral objections and there were none. Cole/Reggie Schmitt that the hearing be closed. Ayes: Seven. Motion carried. 129352 - Councilperson Getty stated he has some concerns as there are additional costs such as the road, traffic lights and Item 2 on today's agenda to pay for design services. Councilperson Getty asked if the sale of the fire station will pay for the all the costs for this project. Mayor Hurley stated that if the bids are not favorable, then we will not build a new fire station. Mayor Hurley stated it is council's decision, but he is not attracted to a break even on this project. Going forward we have to look at additional property taxes versus what we currently have in place. Mayor Hurley noted that in addition to the money from the sale of fire station #8, the city has other fund streams. Noel Anderson, Community Planning years back a couple of groups were property, and the city accepted the of what the city has to provide and had to find a site for the new fire if all the number match up. There be the tell-tale sign. & Development Director, stated that a few interested in purchasing the fire station #8 best offer. There is an agreement in place what the purchaser has to provide. The city station and now we are moving forward to see are other fund streams, and these bids will Councilperson Getty stated he is interested in the bottom line. Will the price offered by the drug store cover all the costs of the building, road, lights, etc. Mr. Anderson responded that staff believes it will. The cost for the design work for the new fire station is not covered by the new owner. Mayor Hurley noted that the design work is being paid with old bond money,. If the bids are not favorable, the city still has to pay for the design services. Cole/Reggie Schmitt that "Resolution confirming approval of plans, specifications, form of contract, etc. in conjunction with 2009 New Fire Station #8", be adopted. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 2009-620. June 29, 2009 Page 2 Hearings & Bids continued 129353 - Cole/Reggie Schmitt that "Resolution ordering construction in conjunction with above project", be adopted. Prior to a vote on the above motion, the following comments were heard. Councilperson Steve Schmitt stated he thought all expenses were to be paid by the unnamed entity. Noel Anderson, Community Planning & Development Director, stated that under the agreement, the purchaser had a timeline of events, and the city had a timeline of events to meet. They covered all the costs for the preliminary plans. At that time, they could not opt out, but the cost for the final design was to be paid by the city. Mr. Anderson stated that we will have to look at the bids to see if all our costs are covered. The city sold the property for approximately $2 million. Following comments a vote was taken on the above motion with the following result. Ayes: Seven. HEARINGS 129355 Steve Schmitt/Welper that proof of publication of notice of public hearing on reallocation of not to exceed $75,000.00 of unspent proceeds of General Obligation Bonds, Series 2007A to pay costs for design services for a new fire station, as published in the Waterloo Courier on June 23, 2009, be received and placed on file. Ayes: Seven. Motion carried. 129356 This being the time and place of public hearing, the Mayor called for written and oral objections and there were none. Steve Schmitt/Welper that the hearing be closed. Ayes: Seven. Motion carried. 129357 Steve Schmitt/Welper .a, that "Resolution instituting proceedings to take additional action and approving reallocation of said bonds", be adopted. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 2009-622. • • • June 29, 2009 Page 3 Hearings continued 129358 - Reggie Schmitt/Welper that proof of publication of notice of public hearing on reallocation of not to exceed $50,000.00 of unspent proceeds of General Obligation Bonds, Taxable Series 2007C to pay costs of constructing a paved parking lot for visitors and those attending events at Young Arena, Center For The Arts and the Expo Plaza and Amphitheater, as published in the Waterloo Courier on June 23, 2009, be received and placed on file. Ayes: Seven. Motion carried. 129359 - This being the time and place of public hearing, the Mayor called for written and oral objections and there were none. Mayor Hurley noted that there was a Call the Courier question about using Local Option Sales Tax for this project. We are just adding this lot to the current overlay project. Councilperson Cole noted that the city is not using local option sales tax money for this parking lot. Michelle Weidner, Chief Financial Officer, noted that this is not the Center For The Arts parking lot, but it is the former car lot. Eric Thorson, City Engineer, stated that this parking lot was included in the bid document as an alternate, and it was never intended to be part of the Local Option Sales Tax. Reggie Schmitt/Welper that the hearing be closed and oral comments be received and placed on file. Ayes: Seven. Motion carried. 129360 - Reggie Schmitt/Welper that "Resolution instituting proceedings to take additional action and approving reallocation of said bonds", be adopted. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 2009-623. DOCUMENTS 129361 - Hart/Reggie Schmitt that communication from Building Official/Maintenance Administrator transmitting recommendation of award of contract in the amount of $5,719.03 per month to ABM Janitorial Services of Waterloo, Iowa in conjunction with Cleaning Contract for City Hall, Carnegie Annex, Police Training Center and Memorial Hall, be received, placed on file and "Resolution approving award of said contract", be adopted. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 2009-624. ADJOURNMENT 129362 - Cole/Reggie Schmitt that the Council adjourn at 8:22 p.m. Ayes: Seven. Motion carried.
