IMPORTANT NOTICE — PUBLIC HEAR-
ING MONDAY, AUGUST 6, 2018 AT 5:30
P.M., CITY COUNCIL CHAMBERS, CITY
HALL, WATERLOO, IOWA.
THE PURPOSE OF THE PUBLIC
HEARING IS TO DISCUSS AND MAKE
ANY NECESSARY AMENDMENTS TO
THE NORTHEAST INDUSTRIAL AREA
URBAN RENEWAL AND REDEVELOP-
MENT PLAN IN ORDER TO ADD
ADDITIONAL AREA AND TO INCLUDE
OTHER UPDATES,
The area included in the Northeast
Industrial Area Urban Renewal and
Redevelopment Plan is an economic
development area within the meaning of
Iowa Code Section 403.17(10). Such area
is appropriate for commercial and Indus.
trial enterprises and is eligible for an
urban renewal project and otherwise
meets all requisites under the provisions
of Iowa Code Chapter 403. The general
scope of urban renewal activities in the
area involves the rehabilitation, conserve -
tion, development, and redevelopment of
such area, or a combination of such
activities in the area, to promote
continued growth and development of
commercial activities in the area through
various public purpose and special
financing activities outlined in the Plan.
These activities are deemed necessary in
the interest of the public health, safety or
welfare of the residents of the City of
Waterloo.
The Plan Amendment is an amendment
to the Northeast Industrial Area Urban
Renewal and Redevelopment Plan (the
"Plan"), originally adopted in 1993 and
subsequently amended in 2004, 2015 and
2017. Among other modifications to the
Plan, the Plan Amendment proposes to
add the following additional areas to the
Plan:
The Northwest 1/4 of the Southwest % of
Section 15, T89N, R12W, except the
North 1/P thereof, Black Hawk County,
Iowa.
AND
That part of the right-of-way of North Elk
Run Road described as follows:
Beginning at the Southeast Comer of
Section 16, T89N, R12W, thence West
along the South line of said Section 16 to
its intersection with a Southerly extension
of the Westerly right-of-way line of North
Elk Run Road, thence Northerly along
said Southerly extension of the Westerly
right-of-way line of North Elk Run Road
and the Westerly right-of-way line of
North Elk Run Road to its intersection
with the Westerly extension of the South
line of the North h of the Northwest 1/4 of
the Southwest Quarter of Section 15,
T89N, R12W, thence Easterly along said
Westerly extension to its intersection with
the East line of said Section 16, thence
South along the East line of said Section
16 to the point of beginning, City of
Waterloo, Black Hawk County Iowa.
The Plan provides that the City may issue
bonds or use available funds for purposes
allowed by the Plan Amendment, and that
tax increment reimbursement of such
costs will be sought if and to the extent
incurred by the City. The Plan may be
further amended from time to time to
respond to future development opportuni-
ties.
The public hearing will be held at 5:30
p.m. on Monday, August 6, 2018, in the
City Council Chambers at City Hall in
Waterloo, Iowa. Any questions regarding

Office at 291-4366. Anyone who is
interested may appear at same time and
place and be heard or may file written
objections or comments with the City
Clerk, City Hall, 715 Mulberry Street,
Waterloo, Iowa, before the date set for
said hearing

Courier, a daily newspaper printed in Waterloo, Black
Hawk County, Iowa, once commencing on the 23rd
day of July, 2018 in the name of said newspaper, and
that the annexed rate of advertised is the regular legal
rate of said newspaper, and that the following is a
correct bill for publishing said notice.
