RESOLUTION NO. 2018-601
RESOLUTION APPROVING A MEMORANDUM OF
UNDERSTANDING WITH THE IOWA DEPARTMENT
OF ADMINISTRATIVE SERVICES STATE
ACCOUNTING ENTERPRISE FOR PARTICIPATION IN
THE INCOME OFFSET PROGRAM, AND AUTHORIZE
MAYOR TO EXECUTE SAID DOCUMENT.
WHEREAS, the Department of Administrative Services State Accounting Enterprise
(DAS/SAE) has established a procedure by which public agencies can participate in the
department's offset program by identifying debtors who owe liabilities to those public agencies
and established a procedure for offsetting those liabilities against claims owed to debtors by
public agencies per Iowa Code Section 8A.504 and 11 Iowa Administrative Code (IAC) 40, et
seq., and
WHEREAS, in order to participate in said income offset program, the City Council must
approve a Memorandum of Understanding between the City of Waterloo and the Iowa
Department of Administrative Services State Accounting Enterprise.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
WATERLOO, IOWA, that the Memorandum of Understanding between the City of Waterloo,
Iowa and the Iowa Department of Administrative Services State Accounting Enterprise dated
August 13, 2018, is hereby approved, and the Mayor is authorized to execute said document on
behalf of the City of Waterloo.
