RESOLUTION NO. 2018-652
RESOLUTION APPROVING A REVITALIZE IOWA'S SOUND
ECONOMY (RISE) APPLICATION FOR LOCAL
DEVELOPMENT WITH A TOTAL PROJECT COST OF
$520,365, DESIGNATING THE MAYOR AS THE OFFICIAL
REPRESENTATIVE OF THE CITY, AUTHORIZING THE
MAYOR TO AFFIX HIS SIGNATURE TO SAID
APPLICATION PROVIDING FINANCIAL ASSURANCES IN
CONJUNCTION WITH SAME, ACCEPTING
RESPONSIBILITY FOR IMPROVEMENTS TO UNIVERSITY
AVENUE ACCESS IMPROVEMENTS TO THE FORMER
WEISSMAN STEEL SITE, AND AUTHORIZE THE MAYOR
AND CITY CLERK TO EXECUTE ANY NECESSARY
DOCUMENTS.
WHEREAS, the City of Waterloo currently utilizes property, commonly known as the
Weissman Steel site near the corner of Hwy. 63 and University Avenue, as its log disposal site,
and
WHEREAS, the City of Waterloo wishes to make improvements to the aforementioned
six (6) acre site to allow for additional development opportunities near downtown, and
WHEREAS, the City of Waterloo wishes to improve access to said site by constructing
turning lanes and a median cut on University Avenue, and
WHEREAS, the City of Waterloo intends to relocate the current log disposal site to the
current yard waste site at 2745 Independence Avenue, and
WHEREAS, it is in the best interest of the City of Waterloo, to avail itself of financial
assistance through the RISE Program as administered by the Iowa Department of Transportation
(Iowa DOT), and
WHEREAS, the RISE application for local development, with a total project cost of
$520,365, best addresses the needs of the City.
NOW THEREFORE, BE IT RESOLVED by the City Council of Waterloo, Iowa, as
follows:
(1) The RISE application for improvements to the approximate six (6) acre lot,
commonly known as the former Weissman Steel site, near the corner of Hwy. 63 and University
Avenue, and the construction improvements on University Avenue, to provide access to said site,
is hereby approved and endorsed by the City Council of Waterloo, Iowa as necessary to meet
current needs and to assist in additional development opportunities near downtown.
(2) The roadway provided for in this application will be dedicated to public use and
adequately maintained by the City of Waterloo.
(3) The City assures the Iowa DOT that funds for the local match have been
committed to the RISE project.
(4) The Mayor is hereby designated as the official representative of the City and is
further hereby directed and authorized to affix his signature to said application and certain State
assurances in conjunction with same.
