Members present: Morrissey, Klein, Amos, Schmitt, and Juon. Absent: Jacobs
Moved by Schmitt seconded by Amos that the Agenda, as proposed, be approved. Voice-vote
Ayes: Five. Motion carried.
Objective: Discussion of City Council Rules of Procedure
Kelley Felchle, City Clerk provided background information on document and its intent.
Mrs. Klein questioned when a final draft would be completed.
Mayor Hart commented that the document should be ready for review in November.
Mr. Amos asked if the task force was still meeting with the Mayor.
Mayor Hart commented that the task force has not completed its recommendations and there is
still work to be done.
Mrs. Juon commented that she believes the document will be valuable tool to all of council and
especially the new council person.
Mr. Schmitt questioned if the document was created by the City Clerk.
Kelley Felchle confirmed.
Mr. Schmitt questioned who the task force members are.
Mayor Hart explained that the taskforce was made up of Mr. Morrissey, Mrs. Juon and Mrs.
Klein.
Mr. Schmitt commented on the large number of items that Mr. Morrissey has proposed be added
to the document and asked if they could be released for review by all of council.
Mayor Hart explained that any taskforce recommendations will be incorporated and made
available in November for review by the current council. When the new council member is
sworn in, additional work sessions will take place, allowing input from the new council member.
Mr. Morrissey commented on the various discussions held by the taskforce over a number of
meetings, and that though one member of the taskforce has resigned, the taskforce has continued
its assignment. Mr. Morrissey also commented that a document tracking changes between
versions could be provided to council to show what has been changed.
Mrs. Klein commented that she does not walk away from assignments and that if meetings
become hostile and unproductive toward her she will bow out.
Mrs. Juon commented that it is her understanding that the taskforce is the Mayor's taskforce and
not that of the council, so any recommendations or changes made by the taskforce, will therefore
be the final decision of the Mayor's on what comes before the council.
Kelley Felchle clarified that since it is the council that votes to approve the document, it is
ultimately the council's document, not any one persons.
With no further business before the Council, it was moved by Schmitt seconded by Amos that
the meeting be adjourned at 4:45 p.m. Voice-vote Ayes: Five. Motion carried.
