HomeMy WebLinkAboutAECOM - Diffuser Wing Dike Improvements Supp Agmnt #1 - 12/10/2018 AECOM 319-232-6531 tel PECOM 501 Sycamore Street 319-232-0271 fax Suite 222 Waterloo,Iowa 50703 www.aecom.com DIFFUSER WING DIKE IMPROVEMENTS WATER POLLUTION CONTROL FACILITY CONSTRUCTION-RELATED SERVICES CITY OF WATERLOO, IOWA SUPPLEMENTAL AGREEMENT NO. 1 WHEREAS, a Professional Service Agreement was entered into by the City of Waterloo, Iowa, (Client), 715 Mulberry Street, Waterloo, Iowa, and AECOM Technical Services, Inc. (ATS), 501 Sycamore Street, Suite 222, Waterloo, Iowa, dated April 29, 2016, for design of the Diffuser Wing Dike, and WHEREAS, the Client and ATS now desire to enter into Supplemental Agreement No. 1 for providing construction-related services for the project. NOW THEREFORE, it is mutually agreed to amend the original Professional Service Agreement as follows: A. Project Description The existing wastewater treatment plant diffuser was constructed over 20 years ago and has been in continuous operation since that time. When the diffuser was originally installed, it extended across the entire river. Since that time, the river has eroded past the downstream end of the diffuser (east side manhole) allowing some flow to bypass around the diffuser. The extent of the work includes the installation of a wing dike on the east side of the treated wastewater diffuser termination manhole in the Cedar River. The project will also include completing the restorative bank protection work along the east side of the Cedar River (within the City of Evansdale) to prevent continuing erosion, installation and removal of construction access road, wetland grass and tree planting, and other associated work necessary to construct project. B. Scope of Services The Scope of Services will encompass and include detailed work, services, materials, equipment, personnel and supplies necessary to provide construction-related services. The Scope of Services is further defined as follows: Task 1 - Assign Project Manager. Assign a project manager who will coordinate project activities and will be the principal liaison between the Client, City of Evansdale, ATS and regulatory agencies. Task 2 - Contract Document Execution. Assist the Client in assembling the contract documents for execution by the contractor and the Client. Task 3 - Preconstruction Conference. Conduct a preconstruction conference with representatives of the contractor, Client, ATS and affected utilities. Page 2 �Com Task 4 - Horizontal and Vertical Control. Provide horizontal and vertical control for the project including: • Construction Limits - Identify where needed. (Property staking and surveys are not included with the scope of this item.) • Grade Stakes— Provide grade stakes for riverbank protection and wing dike. Task 5 - Submittals. Review shop drawings and other submittals as required of the contractor by the contract documents for conformance with the design concept of the project and compliance with the information given in the contract documents. Task 6 - Proiect Intentions. Answer design interpretation questions from the Client, contractor, review staff and appropriate agencies. Task 7 - Contractor Payment Applications. Process monthly applications for payment submitted by the contractor and forward to the Client for execution with recommendations for approval and payment. Task 8 - Field Testing Conformance Review Assistance. Witness, where applicable, field testing of the materials furnished under the contract to assist in determining conformance with the contract documents. Task 9 - Site Visits by Design Personnel. Visit the construction site by design personnel at appropriate stages of construction to review the quality of the work and to determine, in general, whether the work conforms to the contract documents. Task 10 - Change Order Preparation and Processing. Assist the Client and contractor in preparing and processing contract change orders. Task 11 - Field Observation. Provide periodic field observation during construction to review the work of the contractor to determine if the work is proceeding in general accordance with the contract documents and that completed work appears to conform to the contract documents. Staffing requirements may be adjusted during the project in relation to the level of construction activity. Task 12 - Conformance Updates to Client as Needed. Report to the Client any work believed to be unsatisfactory, faulty or defective or does not conform to the contract documents, and advise Client of any work that should be corrected or rejected. Task 13 - Evaluate Contractors Suggestions for Modifications. Consider and evaluate contractor's suggestions for modifications and report them with recommendations to the Client. Task 14 - Maintain Files during Proiect. Maintain files for correspondence, reports of the job conferences, shop drawings and sample submissions, reproductions of original contract documents including addenda, change orders, field modifications, additional drawings issued subsequent to the execution of the contract, Engineer clarifications and interpretations of the contract documents, progress reports and other project-related documents. Task 15 - Review of Proiect. Participate in a review of the project with the Client and review staff near project completion and prepare a list of items to be completed or corrected. AOcom Page 3 Task 16 - Field Observation of Completed Project. Participate in a field observation of the completed project with the Client and review staff before a final application for payment is processed for the contractor. Task 17 - Revised Plans Showing Changes Made During Construction. Provide the Client with a copy of revised drawings of the construction plans for the project based on the construction observation records of the review staff and contractor showing those changes made during construction considered significant. Task 18 - Documentation Close-Out. Assist the Client with the final close-out documentation from the contractor. 111. Compensation Compensation for the above services will be on an hourly basis in accordance with Part VI of the original agreement and shall be segregated from the fees in the original agreement. The estimated fee is Sixty-Two Thousand Four Hundred Dollars ($62,400.00). IV. In all other respects, the obligations of the Client and the Consultant shall remain as specified in the Professional Services Agreement dated April 29, 2016.
