Compensation
Compensation for services for this project shall be on an hourly basis in accordance with the hourly
fees and other direct expenses in effect at the time the services are performed. Total compensation
is a not-to-exceed fee of Thirty-Five Thousand Dollars ($35,000.00).
General Conditions
Except as specifically amended by this Individual Project Agreement, Services shall be provided in
accordance with the Consultant Services Agreement for the Waterloo Regional Airport, entered
between AECOM Technical Services, Inc. ("ATS') and the City of Waterloo ("Client") dated April 15,
2014.

EXHIBIT A
SCOPE OF SERVICES
2019 PARKING LOT RECONSTRUCTION
WATERLOO REGIONAL AIRPORT (ALO)
WATERLOO, IOWA
I. Project Description
The project consists of reconstruction of the Employee Parking Lot, Fixed-Base-Operator
Parking Lot and the Fire Station/Hangar No. 4 Parking Lots at the Waterloo Regional Airport.
The project will include removal of the existing parking lot surfacing and replacement with new
Portland cement concrete pavement.
II. Scope of Services
The Scope of Services for this project includes the preparation of conceptual and
preliminary plans for the reconstruction of 3 parking lots at the Waterloo Regional Airport.
The Scope of Services is further defined by the following tasks:
Design Services
Task 1 - Project Control. This task consists of setting project control for the project on
state-plane coordinate system.
Task 2 - Survey Existing Features and Data Collection. This task consists of a
topographical survey and base mapping to obtain necessary topographical details to
complete the design. A one-call request will be called in and existing utilities as marked will
be surveyed. Other existing utility information will be provided by Client.
Task 3 - Locate and Open Utilities. The existing utilities will be opened to determine
flowlines and locations of pipes.
Task 4 - Create Base Map. A CADD base map of the survey will be completed for use
during the design phase of the project.
Task 5 - Parking Lot Design. This task includes preparation of proposed typical sections,
pavement details, electrical details and pavement marking plans for the project. This task
also includes a field review of parking lot to determine exact limits of pavement replacement
areas.
Task 6 - Sidewalk/ADA Design. Sidewalks along existing buildings will be reviewed for
compliance with ADA regulations.
Task 7 - Storm Sewer/Detention Design. Storm sewer and storm water detention areas will
be designed in accordance with the City of Waterloo's requirements. This task will include
evaluating future detention needs for future parking lot reconstruction projects.
Task 8—Cost Estimates. Project cost estimates will be developed for each parking lot.
Task 9 — Preliminary Plans. Preliminary plans for the proposed parking lot reconstruction
will be prepared. The plans will include the following items:

• Estimated Quantities
• Plan Sheets
Final construction documents for letting will not be completed during this phase of work.
Task 10— Project Meetings and Administration. It is anticipated that three (3) meetings will
be held during this project. This task also includes general project administration and
project coordination.
