(ATS), of Waterloo, Iowa, dated November 7, 2016, for preliminary and final design for reconstruction of University Avenue from Midway Drive to U.S. 63 in Waterloo, Iowa; and WHEREAS, the Client and ATS entered into Supplemental Agreement No. 1 on March 12, 2018, for construction-related services for the University Avenue Phase 1 project from Greenhill Road to Evergreen Avenue; and WHEREAS, the Client and ATS now desire to enter into Supplemental Agreement No. 2 for preliminary and final design of the enhancements for the University Avenue Reconstruction Project from Midway Drive to U.S. 63 in accordance with the concepts developed in 2017 by AECOM and City staff. NOW THEREFORE, it is mutually agreed to amend the original Professional Services Agreement as follows: I. Project Description The project consists of preliminary and final design for reconstruction of University Avenue from Midway Drive to U.S. 63 in accordance with the concept report prepared by AECOM in 2010 and the Environmental Assessment prepared by the Iowa DOT in 2013, in addition to conceptual updates completed by AECOM and City staff in recent years. II. Scope of Services The Scope of Services consists of preliminary and final design of the enhancements for the University Avenue Reconstruction Project from Midway Drive to U.S. 63 in accordance with the concepts developed in 2017 and 2018 by AECOM and City staff. The following enhancement elements are included in the construction project: • Streetscape — Plantings — Trees — Median Enhancements — Enhanced Corners — Enhanced Crosswalks — Wayfinding Signage — Intersection Markers • Pedestrian Lighting • Architectural Renderings • Pedestrian Underpass (Box Culvert) Enhancements 0 Black Hawk Creek Bridge Enhancements Page 2 • Greenhill Road Bridge Enhancements • Fletcher Avenue Roundabout Enhancements • Public Involvement Services to be provided under this agreement will include preliminary and final design, including the preparation of the preliminary design plans and final construction documents and related activities for the described project. It is anticipated that the final construction plans for the enhancements will be completed and let with the phased construction plans for the roadway work when possible. The Scope of Services is further defined as follows: Tasks 1-5 - Concept Design. These tasks include developing preliminary streetscape concept plans for the University Avenue Corridor from Midway Drive to U.S. 63. Enhancements for inclusion in the streetscape concept may include trees, plantings, median enhancements, specialty pavement, furniture, wayfinding signage, intersection markers and box culvert enhancements. Concept development will include evaluation of utility needs and potential utility relocations. Pedestrian lighting concepts and electrical service needs will be evaluated along the corridor. Renderings will be provided for the project as listed below. Pedestrian underpass (box culvert) enhancements will include possible end treatments and potential safety enhancements. Conceptual design for the Greenhill Road bridge and Black Hawk Creek bridge will also be included along with cost estimates. A portion of the concept design includes assistance from ISG. Task 1 - Concept Design for Streetscape Task 2 - Concept Design for Pedestrian Lighting Task 3 - Concept Design of Pedestrian Underpass (Box Culvert) Enhancements Task 4 - Concept Design of the Greenhill Road Bridge and Black Hawk Creek Bridge Enhancements Task 5 -Architectural Renderings (28) ■ Phase 1 - 4 Renderings ■ Phase 2 - 4 Renderings • Phase 3- 4 Renderings ■ Greenhill Road Bridge Enhancements - 6 Renderings ■ Pedestrian Underpass (Box Culvert) Enhancements -2 Renderings ■ Black Hawk Creek Bridge Enhancements - 3 Renderings ■ Wayfinding Signage and Intersection Markers - 3 Renderings ■ Fletcher Avenue Roundabout Enhancements Tasks 6-12 - Preliminary Design. The following tasks lead to the completion of preliminary plans for approval by the City of Waterloo. These plans will include pedestrian lighting, wayfinding signage, intersection markers, box culvert enhancements, Greenhill Road bridge enhancements, Black Hawk Creek bridge enhancements, Fletcher Avenue roundabout enhancements, and streetscape features such as plantings, trees, median enhancements, enhanced corners and crosswalks. Task 6 - Pedestrian Lighting Preliminary Design Task 7 -Wayfinding Signage Preliminary Design Task 8 - Intersection Markers Preliminary Design Task 9- Pedestrian Underpass (Box Culvert) Enhancements Preliminary Design Page 3 Task 10 - Greenhill Road Bridge Enhancement Preliminary Design Task 11 - Black Hawk Creek Bridge Enhancements Preliminary Design Task 12 - Streetscape Preliminary Design Including Fletcher Avenue Roundabout and Hanna Memorial Tasks 13-19 - Final Design. The following tasks lead to the completion and submittal of final construction plans for the pedestrian lighting, wayfinding signage, intersection markers, box culvert enhancements, Fletcher Avenue roundabout enhancements, Hanna Memorial and streetscape features for the project. The final design will be based on the previously- developed preliminary plans and comments from the City. The final design will be completed in accordance with the City of Waterloo standards and prepared for a City of Waterloo letting with the roadway plans. The following tasks include: Task 13 -Typical Sections and Details (B Sheets) Task 14 - Bid Items, Estimate Reference. Tabulations and General Notes ( C Sheets) Task 15 - Landscaping Sheets, Including Streetscape Features (I Sheets) Task 16- Pedestrian Lighting Sheets (P Sheets) Task 17- Pedestrian Underpass (Box Culvert) Enhancement Sheets (V Sheets) Task 18 - Greenhill Road Bridge Enhancements (V Sheets) Task 19 - Black Hawk Creek Bridge Enhancements (V Sheets) Tasks 20-23 - Public Involvement. These tasks include preparation for and attendance at public informational activities, as needed, for this project. These activities will include one public informational meeting, two additional presentations at City Council meetings or work sessions, and four additional meetings with the Complete Streets Advisory Committee. Task 20- Public Informational Meetings (1) Task 21 - City Council Meetings (2) Task 22 - Complete Street Advisory Committee (4) Task 23 - Drone Videos (By Others). Drone videos will be completed by others and includes two flights of the full project before and after construction and two flights for each of the three phases during construction. This task also includes video editing for presentation to City Council and public involvement meetings. Tasks 24-27 - Proiect Administration and Meetings. These tasks include project administration, coordination and meetings throughout the project development. The following identifies tasks leading to the completion of the project administration, meetings and coordination during the design phase of the project: Task 24- Presentation Materials Task 25 - Proiect Meetings Task 26 - Proiect Team Coordination Task 27 - Proiect Administration Page 4 III. Compensation Compensation for the above services will be on an hourly basis in accordance with Part VI of the original agreement and shall be integrated with the fees in the original agreement. The estimated fee is Three Hundred Fifteen Thousand Dollars ($315,000.00). IV. In all other respects, the obligations of the Client and the Consultant shall remain as specified in the Professional Services Agreement dated November 7, 2016.
