Members present: Jacobs, Morrissey, Klein, Amos, Schmitt, and Juon. Absent: Jacobs. Mr.
Feuss was present for the meeting to listen but was not called for roll call or allowed to vote as
he would not be sworn in until the Regular Session meeting at 5:30 on December 17, 2018.
Moved by Schmitt seconded by Amos that the Agenda, as proposed, be approved. Voice-vote
Ayes: Six. Motion carried.
Objective: Discussion of the Middle Cedar Watershed plan.
Wayne Castle, Associate Engineer, provided an overview of the watershed management
program.
Larry Weber, Hydroscience & Engineering, University of Iowa, provided a presentation of the
work that is happening in water resources across the state of Iowa. He reviewed the gains made
through various programs, including the Iowa Flood Center program, which was formed in
response to the 2008 floods across Iowa, and the funding which has been made available for
watershed management.
Pat Conrad, Emmons & Olivier Resources, Inc., explained that they are responsible for
developing the watershed management plan. Ten cities and counties are part of the Middle
Cedar Watershed Management Authority. Phases of planning include identifying issues,
establishing goals with local support, and implementing the plan. The plan is based on a
detailed, scientific, watershed assessment of areas that experience losses due to flooding, health
and recreation risks, and nitrate risks. He further explained the results of the assessment and
plans for implementing the watershed management plan. He explained that the plan will come to
council in the spring to be adopted.
With no further business before the Council, it was moved by Amos seconded by Klein that the
meeting be adjourned at 5:12 p.m. Voice-vote Ayes: Six. Motion carried.
