Members present: Morrissey, Feuss, Klein, Amos, and Juon. Absent: Jacobs. Mr. Schmitt
arrived at 4:48 p.m.
Moved by Amos seconded by Morrissey that the Agenda, as proposed, be approved. Voice-vote
Ayes: Five. Motion carried.
Objective: FYE18 Audited Financial Statements Presentation
Kevin Smith, RSM US, LLP, provided an overview of the results of the FYE2018 audit.
Overall, general fund revenue increased by one million dollars, expenditures decreased by one
million dollars, and fund balance was flat. He noted that three funds had a deficit fund balance
and the airport had a deficit cash balance.
Mrs. Juon questioned if the auditors found any recommended changes.
Kevin Smith explained that they did not have recommended changes.
Objective: Review of Pawn Ordinance changes
Major Joe Leibold explained that they reviewed the pawn ordinance that had not been updated
for several years and found that the city was behind standards set by other cities. The police
department entered into an agreement with Leads Online that helps the police department track
stolen goods prior to being sold. He further provided an overview of the changes to the
ordinance.
Mrs. Juon questioned if the software was approved.
Major Leibold stated that council approved the service in December of 2018.
Mr. Morrissey questioned if the ordinance change was modeled off other cities.
Major Leibold explained that he looked at Iowa City, Des Moines, and Dubuque for creating the
new ordinance.
Mrs. Juon questioned how many pawn shops are in the city.
Major Leibold explained that there are four pawn shops in Waterloo.
With no further business before the Council, it was moved by Morrissey seconded by Amos that
the meeting be adjourned at 5:07 p.m. Voice-vote Ayes: Six. Motion carried.
