Voice vote -Ayes: Three. Motion carried. Moved by Morrissey seconded by Jacobs that the Minutes of December 31, 2018, as proposed, be approved. Voice vote - Ayes: Three. Motion carried. Moved by Morrissey seconded by Jacobs that the request for the following travel requests, be approved. Traffic $1,506.39 Flexiprint 3M software. Mr. Morrissey questioned why a Waterloo business was not selected for the bid award on item four. Noel Anderson, Community Planning and Development Director, explained that the bid was awarded to the lowest bidder, and further explained that the maintenance staff had determined Finance Committee January 7, 2019 Page 2 that the local business did not have commercial grade carpet tile sales or installation expertise and therefore a bid form was not sent. Mrs. Juon questioned if the city has a local preference policy. Michelle Weidner, Chief Financial Officer, explained that it is a rather grey area in the state code, which does state that a city may choose a local vendor all other things being equal, so it does not necessarily provide for a local preference. She further explained that defining "local" is quite complex, and therefore historically, the city has typically awarded a local vendor only if costs were equal to another bidder. Mr. Jacobs commented it would be beneficial to discuss in the future but that it would be difficult to define local preference. Mr. Morrissey commented that he would like to see a work session on local preference with these expenditures. Mr. Schmitt commented that Cedar Rapids and Dubuque have a ten percent preference. Voice vote - Ayes: Three. Motion carried. Moved by Juon seconded by Morrissey that the project budget amendment for the Organized Crime Drug Task Force funded with$7,500 through the U.S. Department of Justice, as submitted by the Police Department, be approved. Voice vote - Ayes: Three. Motion carried. Moved by Juon seconded by Jacobs that Bills Payment, as contained in Accounts Payable Invoice Report, dated December 31, 2018, in the amount of$3,127,959.05 and January 7, 2019, in the amount of$3,352,747.04 be received, placed on file and approved and forwarded to the full council for approval. Voice vote -Ayes: Three. Motion carried.
