Locating Historic Properties

prehistoric properties in a manner consistent with and approved by the STATE.

jurisdiction of the local historic preservation commission.

commission completed in 2018. Do not include projects that were funded with a CLG
grant or mandated by the Section 106 review and compliance process as we already
have these in our files.

Most of Iowa's CLGs do not have a local designation program. If you have questions
about whether you have a locally designation program or not, please contact Paula

Section II
Managing, Protecting, and Preserving Historic Properties
• The CLG will enforce all appropriate state and local ordinances for designating and
protecting historic properties
• The CLG shall provide for adequate public participation in the local historic
preservation programs
4. Did your city, county, LUD or its historic preservation commission undertake any
of the following activities in 2018? Please think broadly about this question and
include any activity (small or large) that facilitated historic preservation in your
community. This is your opportunity to boast about your accomplishments and
get credit for the great work you do!
a. Historic preservation planning. Examples include the development or revision of
a preservation plan, development of a work plan for your commission, etc. (use
additional pages if needed)
During 2018 the HPC initiated an Intensive Level Survey of the Smokey Row area of
Waterloo funded by a CLG Grant. The commission also has a National Register
Nomination in progress for the Walnut Neighborhood. The HPC was also awarded a
grant to study sites important to Civil Rights in Waterloo.

In 2017 the commission created a set of goals, and this year approved a list of future
projects that coincide with those goals. The commission also reviews its goals on a
regular basis to insure that they stay current.
b. Provided technical assistance on historic preservation issues or projects.
Examples include working with individual property owners, business owners,
institutions to identify appropriate treatments and find appropriate materials,
research advice, etc. Please be specific (use additional pages if needed)
The city has attempted to work with the owners of Mt. Moriah Baptist Church to
try to help them maintain and refurbish its unique church.
The commission is also developing a set of Frequently Ask Questions to post on
the commission's website and the website of historic neighborhoods that goes
over what the commission does and where to go to find assistance. There will
also be FAQ's on how to do a National Register Nomination and a local
designation.
c. Sponsored public educational programming in historic preservation. Examples
include training sessions offered to the public, walking tours, open houses,
lectures, Preservation Month activities, etc. (use additional pages if needed)
In May the commission held their annual awards banquet that possibly had the highest
attendance of any awards ceremony the commission has held. The following were
honored:
KWWL
Having been located at the corner of Franklin and 4th for many years, KWWL came to a
crossroads and had to make the decision between refurbishing its existing historic
building or constructing a new building most likely outside of Waterloo. While the easy
choice could have been to build a new building designed to their needs, they made the
decision to renovate their existing building at a cost of $10 million. As part of the
renovation the first floor facade was returned to an appearance closer to what it would
have had in its early days.
Sharon Smith
Sharon Smith lives in Waterloo's one residential historic district the Highland Historic
District. Sharon has become well known in the neighborhood as the person who will go
around the area and pick up any garbage that has been left. Sharon does what she cans
to make her community a better place.

Reverend Holmes and Dr. Kirkland -Holmes
Mt. Moriah Missionary Baptist Church
Reverend Holmes is the pastor of Mount Moriah Missionary Baptist Church in the
Walnut Neighborhood. Since purchasing the church Reverend Holmes and his wife Dr.
Kirkland -Holmes have put in blood, sweet, tears and especially their own money in
keeping this unique architectural icon going.
Charles Pearson
Charles Pearson is a Waterloo native that has worked tirelessly for many years to bring a
great awareness of African-American history to Iowa and especially to his hometown of
Waterloo. He recently worked with Abraham Funchess to have an awards ceremony and
bus tour honoring Martin Luther King Jr. on the 50th anniversary of his assassination.
Katie Orlando
While Katie Orlando is a member of the Historic Preservation Commission, her full time
job is Executive Director of Big Brothers Big Sisters for Northeast Iowa. Despite having to
suffer through a serious illness over the last few months, Katie went above and beyond
the call of duty by helping develop and implement the school art project that is designed
to enlighten a new generation to the importance of historic preservation.
Library Presentation:
In October the commission was invited to the Waterloo Library to make a presentation
about the current status of the commission and answer questions from the community.
The commission was invited to speak regularly at the library.
5. If the city or county amended its historic preservation ordinance or resolution or
passed additional ordinances or resolutions that impact historic properties,
please attach copies of the amendments and new ordinances or resolutions.
(As a reminder, before your elected officials approve local districts or ordinances,
you must send a copy to the State Historic Preservation Office for comment.

7. If new or revised design standards and/or guidelines were developed and adopted
during 2018, please attach a copy.
In 2012, the commission passed new design guidelines and despite the fact that the
commission has been using them since then, they have never been formally adopted by
the city council. Therefore, while the commission looks at the next generation of design
guidelines to go along with the newest Department of Interiors standards the

commission reaffirmed its support for the 2012 Design Guidelines which will go to city
council for approval in January.
8. Are there any particular issues, challenges, and/or successes your preservation
commission has encountered or accomplished this year? (use additional pages if
needed)
The biggest struggle the commission continues to experience is the lack of funding. The
commission has applied for grants and received two of three applied for and will
continue to apply for grants. However, right now the commission has three major
projects underway so it would be difficult for it to take on more major projects.
The city and consequently the commission also face the challenges that many cities
across the state and country face including out of state investors that buy properties but
do not maintain them leading them to deteriorate beyond repair, because of the low
real estate prices in many of the historic areas of the cities homes that are owned by
elders who pass away are often abandoned by the children because it is not worth to fix
up consequently leading to the buildings deteriorating and being demolished.
The commission did show support for a proclamation to create a Historic Iowa US
Highway 20 that which would through Waterloo's east side on its track from Dubuque to
Sioux City. That proclamation was approved by the Waterloo City Council which brings
that project closer to fruition. The hope is that it will increase the number of cultural
tourists through Waterloo and benefit the east side of the city where much of the work
of the commission is currently taking place.
9. Does your commission have a website and if so, what is the address?

Two years ago the commission had no web presence. However, in the last two years the
commission with the help of Marc Cashman from the Waterloo Community Television
has built its website to be one of the most informative commission websites. The
website includes every CLG report, all available minutes through the years, the original
1986 CLG agreement, commission goals, future projects, every report that concerns
historic preservation has been digitized and available on the website, a large number of
links, and the most endangered buildings lists. In the next year the commission plans to
add photos for every award winner since the institution of the annual awards banquet
and FAQ sheets for national register homes and districts and how to get a building on
the national register of historic places.

• The CLG will organize and maintain a historic preservation commission, which must
meet at least three (3) times per year.
• The commission will be composed of community members with a demonstrated
positive interest in historic preservation, or closely related fields, to the extent
available in the community.
• The commission will comply with Iowa Code Chapter 21 (open meetings) in its
operations.
• Commission members will participate in state-sponsored or state -approved historic
preservation training activities.

The commission does not have an establish budget however, the commission did get
funding from the city to provide match for the Certified Local Government Grant that
was approved in 2017.

Waterloo Historic Preservation Commission
Action Plan
Goal A: Creating Partnerships and Alliances:
1. At the beginning of each year, the prepared list proposed in item one will
be updated as necessary.
2. The prepared list of community organizations proposed in item one will
receive an invitation to the Commission's Historic Preservation Awards
ceremony, open to members of the community organization.
3. By May 31, 2019, the commission will prepare a list of community
organizations to forge informal alliances with to further common goals of
historic preservation in Waterloo.
4. By December 31, 2019 a member of the Commission will correspond,
through email, writing, telephone, or face-to-face communication, with a
president or board member of at feast one of the identified community
organizations.
5. By December 31, 2019, a member of the Commission will attend a
member meeting of at feast one of the identified community
organizations and introduce themselves and the purpose, mission
statement and goals of the Commission.
6. By December 31, 2019 a member of the commission will correspond,
through email, writing, telephone, or face-to-face communication, with a
president or board member of at least two of the identified community
organizations.
7. Be December 31, 2019, a member of the Commission will attend a
member of the meeting of at least one other of the identified community
organizations and introduce themselves and the purpose, mission,
statement and goals of the Commission.
8. By July 31, 2020 the commission will support through preparation of
literature, promotional material, or sponsorship, a Waterloo historic tour
created and led by the Cedar Valley Historic Society.
Goal B: Identify, Evaluate and Protect:
1. By April 30, 2017 the Commission will ratify a specific list of S.M.A.R.T. goals
pursuant of the Feb. 2, 2017 special meeting. -Done
2. By May 31, 2017, the Commission will identify at least two neighborhoods
in the city of Waterloo that are of the highest -priority of obtaining a historic
designation survey, to be obtained by December 31, 2012 —Done
3. By April 1, 2017 two commission board members will prepare a formal list,
with descriptions, entitled "Most Endangered Buildings of Waterloo" which
will be ratified by the commission by April 30, 2017. -Done
4. By March 1, 2018 the commissioners will prepare a formal list, with
descriptions, entitled "Most Endangered Buildings of Waterloo 2018" which
will be ratified by the commission on by March 1, 2018 - Done
5. By February 1, 2019, the commission will seek, and if possible, identify an
appropriate church and prepare a Letter of Intent for the 2018 cohort of
participants in the National Fund for Sacred Places in collaboration with
the National Trust for Historic Preservation. For the Partners for Sacred
Places Fund.
6. By March 1, 2019 the commissioners will prepare a formal list, with
descriptions, entitled "Most Endangered Buildings of Waterloo 2019" which
will be ratified by the commission at the March meeting.
Goal C: Education/Community Outreach/Communication:
1. Prior to the Commission's Historic Preservation Award's ceremony, a
member of the Commission will sign and send an invitation to the
ceremony to each of the Waterloo City Council members and the Mayor
of Waterloo. Such action will occur each year that the Commission holds
a ceremony.
2. By February 24, 2017 a board member will prepare a letter to the Waterloo
City Council in support of the Council approving the partnership and
memorandum of understanding with the Walnut Neighborhood
Association - Done
3. By May 31, 2019, two commission board members will prepare an article
for publication in the Waterloo Courier listing and describing the Most
Endangered Buildings of Waterloo as ratified by the Commission in April of
2017.
4. By September 30, 2017 a board member of the Commission will prepare a
student contest related to Historic Preservation for entry and awarding at
the 2018 Waterloo Historic Preservation Commission Awards Ceremony. -

5. By January 31, 2018 a board member of the Commission will contact the
school district to set up the student art contest for the 2019 Awards
Banquet.
6. On October 23, 2018 the commission will give a presentation at the
Waterloo Public Library.
7. By May 31, 2019 two commission board members will prepare articles for
publication in the Waterloo Courier that will discuss the Most Endangered
Building List and other subjects.
8. By September 30, 2019 a board member of the Commission will contact
the Waterloo School District or at least one local elementary school or
middle school, to inquire about hosting a board member of the
Commission at a school period for purposes of discussion the importance
of local history and historic preservation to students
Goal D: Funding:
1. By December 31, 2017 the Commission will apply for at least two grant
applications, not with the Community Foundation of Northeast Iowa, for
the support of a Historic Preservation Project. - Done
2. By December 31, 2017, the Commission will identify other sources of
potential support for projects.
3. By June 30, 2019 the Commission will apply for a grant with the
Community Foundation of Northeast Iowa for purposes of support a
project of the Commission
Goal E: Internal Development:
1. By December 31, 2019, at least one-third of board members will have
attended an education seminar, workshop, webinar, or conference that is
approved for state accreditation credits.
2. By December 31, 2019, at least 3 members of the board will have
attended an education seminary, workshop, webinar, or conference that
is approved for state accreditation credits.
