pleased to submit the following proposal to City of Waterloo for Pre -Demolition Asbestos Surveys and
Abatement Monitoring at 15 residential properties in Waterloo, Iowa.
New Horizons' staff has more than 100 years of combined experience in environmental remediation and
can offer City of Waterloo the support it is seeking to complete the requested scope of work. We have
prepared the following proposal to showcase our capabilities and qualifications. New Horizons and its
team are confident that our experience and knowledge in environmental consulting, including specific
experience in the tasks outlined for this contract, will be a valuable asset to City of Waterloo.

1.0 COMPANY INFORMATION
New Horizons Enterprises, LLC (New Horizons), a Certified Disadvantaged and Woman Owned Business
and State of Iowa registered Asbestos Contractor, is submitting this proposal in response to the Request
for Proposals for Pre -Demolition Asbestos Surveying/Testing and Abatement Monitoring at 15
residential properties in Waterloo, Iowa for City of Waterloo.
New Horizons is 100% woman -owned and has over 100 years of combined experience in environmental
contracting and consulting. New Horizons' business objective is to provide personalized, experienced,
solution -driven consulting strategies to assist clients in effectively addressing their environmental needs.
New Horizons also provides Woman -Owned Business solutions to municipalities, governments, and
private sector clients that seek to use small businesses instead of large corporations to meet their goals.
Mission Statement: To lead government, commercial, and residential clients to cost-effective
environmental solutions.
1.1 OUR COMPANY HISTORY
New Horizons was born when two colleagues were discussing the advantages and disadvantages of
environmental firms. This conversation led to the concept of an environmental company that was cost-
effective for clients but also provided high quality work by experienced professionals. The final founding
concept behind New Horizons was to join our clients, employees, and families in taking responsibility for
the protection and future of the Earth.
Beginning with that principle, New Horizons started operating in 2007 with two employees and the idea
that good business should be built on good relationships, both with clients and with employees. In 2008
and again in 2010, New Horizons was named one of the Smart Companies to Watch by Thinking Bigger
Business Media Inc. In 2009, New Horizons opened a branch office in Lincoln, Nebraska, which now has

2.0 PROJECT APPROACH
The following sections outline a specific Project Approach for the Pre -Demolition Asbestos Inspections
and monitoring of asbestos abatement activities at the following residences:

2.1 PRE -DEMOLITION ASBESTOS SURVEY
The objective of the asbestos survey is to determine the presence of asbestos containing materials
(ACM) in the interior and exterior of the residences prior to demolition. The asbestos survey will be
conducted by an Iowa Licensed Asbestos Inspector (See Attachment B) following National Emission
Standards for Hazardous Air Pollutants (NESHAP) protocols. The survey includes sampling suspect ACM
throughout the residences. Suspect ACM includes nearly all building materials except glass, metal,
concrete, brick, fiberglass, rubber, and foam.
Samples will be submitted to Quantem Laboratories in Oklahoma City, Oklahoma, for Polarized Light
Microscopy (PLM) analysis. Samples will be submitted on a 5 -day turnaround. Upon receipt of
analytical results, New Horizons will compile a survey report of findings.
New Horizons will prepare a report for each building including the following:
• Structure description
• Sampling analysis and summary
• Table summarizing ACM identified within the structure
• A map indicating ACM locations throughout the structure
• Photolog of ACM
• Sample location worksheet
• Chain of custody
• Polarized light microscopy report
• Property photograph
• Copy of inspector certification

2.1 ABATEMENT SPECIFICATION
If asbestos is identified in the structure during the pre -demolition survey, New Horizons will prepare an
abatement scope of work for the structure. A properly designed abatement project ensures that the
asbestos -containing materials are removed in compliance with all applicable state and federal
regulations.
The scope of work will be based on information from inspection reports, the scope of work for the
project, and applicable state and federal regulations New Horizons will include information from Iowa's
Asbestos Code and Administrative Rules Chapter 155 and Chapter 88B, NESHAP Regulations, and the
Occupational Safety and Health Administration (OSHA) regulations. Specifications will include all of the
required information and any information pertinent to the abatement work to be completed.
If the pre -demolition inspection of a property finds that no ACM is present, New Horizons will not
prepare abatement specifications for that property.
2.2 ABATEMENT MONITORING
New Horizons will provide monitoring for any abatement required, if asbestos is identified in the
inspection of the properties. The monitoring will include a visit to the structure following abatement
activities to ensure the ACM identified during the pre -demolition surveys has been removed.
New Horizons will mobilize to the site following the completion of abatement activities, to visually verify
all of the identified ACM has been removed. New Horizons has included one trip to each site within this
proposal. If ACM has not fully been removed from the structure, and the abatement company has to
return to remove remaining ACMs, New Horizons will not complete a second visual verification. New
Horizons will prepare a visual clearance letter for each property with ACMs. This monitoring does not
include any required air monitoring for the project. New Horizons will coordinate all monitoring services
with the abatement staff and City staff.

3.0 PROPOSED PROJECT SCHEDULE
New Horizons will begin the pre -demolition surveys following written Notice to Proceed. New Horizons
understands a Notice to Proceed is expected on February 4, 2019. New Horizons will mobilize to
complete inspections within seven working days of Notice to Proceed. New Horizons expects all 15 sites
to be inspected during one mobilization. Site work will be completed in five working days. A full pre -
demolition survey report will be prepared for each property and delivered by March 1, 2019.
Abatement monitoring will be coordinated with City staff.
