Mayor John R. Rooff in the Chair. Roll Call: Anders, Jordan, Krizek, Murphy, Gronen, Getty, Berry. Invocation by: Reverend Ben Wedeking, Senior High Youth Pastor, Cedar Valley Community Church. Pledge of Allegiance: Frank Magsamen, Fire Chief. 114484 - Getty/Murphy that the Agenda, as proposed, for the Regular Session on Monday, November 6, 2000, at 5:30 p.m., be accepted and approved. Ayes: Seven. Motion carried. 114485 - Berry/Anders that the Minutes, as proposed, for the Regular Session on Monday, October 23, 2000, at 5:30 p.m., be accepted and approved. Ayes: Seven. Motion carried. Mayor Rooff read a proclamation declaring November 2000 as Hospice Month. Mayor Rooff recognized the Iowa Department of Economic Development's Community Betterment Awards winners; Tom Poe for 2000 Good Neighbor, the Millennium Youth Club 2000 for 2000 Leadership Award, Church Row Historic Neighborhood for First Place in the Neighborhoods Category and Franklin Gateway Neighborhood Association for Second Place in the Neighborhoods Category. Ayes: Seven. Motion carried. 114494 - Murphy/Gronen that rules requiring ordinances to be considered and voted for passage at two prior meetings be suspended. Ayes: Seven. Motion carried. 114495 - Krizek/Berry that "an Ordinance reducing the 25 foot platted building line to 12'1 feet for property generally located along Pinehurst Lane at West 4th Street", be considered and passed for the second and third times and adopted. UNFINISHED BUSINESS 114496 - Gronen/Murphy that communication from Street Superintendent transmitting recommendation of award of contract in the amount of $2,664.95 per hour to Cedar Valley Corporation of Waterloo, Iowa, in conjunction with Downtown Snow Removal Contract for the 2000-2001 Winter Season, be received, placed on file and "Resolution approving said award of contract", be adopted. DOCUMENTS 114497 - Anders/Jordan that communication from Associate Planner transmitting application for Safet Pilipovic for tax exemptions on improvements totaling $2,376.00 for property located at 618 Hammond Avenue in the Consolidated Urban Revitalization Area Plan, be received, placed on file and "Resolution approving said application", be adopted and City Clerk instructed to forward said application to the Black Hawk County Assessor. Resolution adopted and upon approval by Mayor assigned No. 2000-600. 114500 - Anders/Jordan that communication from Fire Chief transmitting revised National SAFE KIDS Campaign 2000 Fire Prevention grant application in the amount of $2,200 to be used to purchase smoke detectors, be received, placed on file and "Resolution approving said grant application", be adopted and Mayor authorized to execute same. Resolution adopted and upon approval by Mayor assigned No. 2000-601. 114501 - Councilperson Anders stated that he was satisfied with the agreement after receiving information from department heads that the contract has a 30 day notice to cancel the agreement, and the departments have identified funding for the contract. Anders/Jordan that communication from City Engineer transmitting 28E Agreement with Black Hawk County for sharing G.I.S. data, including bi-monthly updates of parcel information and monthly updates of maps showing lot lines, at a cost of $300.00 per month, be received, placed on file and "Resolution approving said agreement", be adopted and Mayor and City Clerk authorized to execute same. Resolution adopted and upon approval by Mayor assigned No. 2000-603. 114503 - Anders/Jordan that communication from Traffic Operations Department transmitting Supplemental Agreement No. 1 with HDR Engineering, Inc., for reallocation of original contract fee with less spending for public involvement and more on the implementation process in conjunction with Traffic Signalization, STP -A- 8155(36)-86-07, be received, placed on file and "Resolution approving said agreement", be adopted and Mayor and City Clerk authorized to execute same. Resolution adopted and upon approval by Mayor assigned No. 2000-604. 114504 - Anders/Jordan that communication from Associate Engineer transmitting Section 404 Permit with the U.S. Army Corps of Engineers for construction of 2.5 mile asphalt surfaced bike trail between Waterloo and Cedar Falls in conjunction with the Sergeant Road/Cedar Prairie Trail Connection Project, be received, placed on file and "Resolution approving said permit", be adopted and Mayor authorized to execute same. Resolution adopted and upon approval by Mayor assigned No. 2000-605. 114505 - Anders/Jordan that communication from Personnel Director transmitting agreement with Fairview Cemetery Board be received, placed on file and "Resolution approving said agreement", be adopted and Mayor and City Clerk authorized to execute same. Ordinance adopted and upon approval by Mayor assigned No. 4443. 114510 - Fire Chief Frank Magsamen stated that he has had just one call from the Crossroads Mall security asking if the ordinance had passed and when they could put up signage. Mayor Rooff stated that Tricia and he have been lobbied at Hy -Vee, and they are anxious to get going. Anders/Krizek that "an Ordinance amending the 1999 Traffic Code by adding Section 419, Fire Lane/Emergency Vehicle Lane (creation of Fire Lane/Emergency Vehicle Lane)", be received, placed on file, considered and passed for the second time. Ayes: Seven. Ordinance adopted and upon approval by Mayor assigned No. 4444. BILLS PAYMENT 114513 - Krizek that "Resolution approving Schedule AP640, pp. 1-74, dated November 6, 2000, in the amount of $2,669,924.35, a copy of which is on file in the City Clerk's Office", be adopted, together with recommendation of approval of the Finance Committee. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 2000-608. NEW BUSINESS 114514 - Councilperson Anders stated that he is satisfied knowing that Rainbow Drive could be put in the program within the next five years. Mayor Rooff stated that he asked the City Engineer to supply him with a list of road improvements by wards. Mayor Rooff stated that a lot of work has been completed, and the council has been willing to work with each other during the planning. Councilperson Berry stated that she is fairly pleased with what the city has gotten done. Councilperson Berry stated that she has received calls, especially concerning East Tenth Street. Eric,Thorson, City Engineer, stated that the proposed street improvement list shows part of East Tenth Street slated for improvements in 2004 and 2005. Mr. Thorson stated that the list is subject to change at the discretion of the council. Krizek/Jordan that communication from City Engineer transmitting proposed Street Reconstruction list for 2001 be received, placed on file and that "Resolution approving Year 2001 Street Reconstruction List", be adopted. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 2000-609. 114515 - Berry/Jordan to instruct Superintendent of Water Pollution/Flood Control to prepare plans, specifications, form of contract, etc. in conjunction with Lead Abatement for the Anaerobic Digester Project, Contract No. 629, be received, placed on file and approved. Randall Chapman, Jeffery Harrington, David McFarland and Christopher Gergen, K-9 Handler Police Officers, to attend United States Police Canine Association Region 21 K-9 Narcotic Certification Training Conference in Osceola, Iowa, on November 12-14, 2000, with costs not to exceed $1,182.00, including use of city vehicle. 3.
