HomeMy WebLinkAboutAECOM - 2018 Remedial Actions - 4/8/2019AECOM AECOM 319-232-6531 tel 501 Sycamore Street 319-232-0271 fax Suite 222 Waterloo, Iowa 50703 www.aecom.com CITY OF WATERLOO, IOWA PHASE III CIPP LINING SUPPLEMENTAL AGREEMENT NO. 2 2018 REMEDIAL ACTIONS PHASE IIIB and FY 2019 CIP PIPELINING PHASE IIIC CONSTRUCTION -RELATED SERVICES WHEREAS, a Professional Services Agreement was entered into between the City of Waterloo, Iowa, (Client), and AECOM Technical Services, Inc. (ATS), of Waterloo, Iowa, dated May 2, 2016, for coordinating with the City to gather remaining existing sanitary sewer condition information in Service Areas 15 and 16 and moving onto Service Area 19 for the design of Cured -in -Place Pipe (CIPP) lining and manhole rehabilitations. WHEREAS, the Client and ATS entered into Supplemental Agreement No. 1 on March 13, 2017, for construction -related services for the FY 2017 Phase IIIA CIPP Lining and FY 2017 Phase IIIB Remedial Actions Design and Bidding Services; and WHEREAS, the Client and ATS now desire to enter into Supplemental Agreement No. 2 for construction -related services for 2018 Remedial Actions Phase IIIB and FY 2019 CIP Pipelining Phase IIIC. NOW THEREFORE, it is mutually agreed to amend the original Professional Services Agreement as follows: i. PROJECT DESCRIPTION This project consists of the 2018 Remedial Actions Phase IIIB project. The scope of this project is to repair sanitary sewer lines at 13 locations throughout the City of Waterloo. The project includes excavating, installing and backfilling sanitary sewer pipe, and road restoration. This project also consists of the FY19 CIP Pipelining Phase IIIC project. The scope of this project is the construction of CIPP and other incidental items located in the City of Waterloo, identified as Sewer Service Areas 15, 16 and 19. The project includes cleaning, root removal, televising, CIPP and lateral grouting. II. SCOPE OF SERVICES The Scope of Services will encompass and include services, materials, equipment, personnel and supplies necessary to provide construction -related services and SRF coordination for the projects defined above. The Scope of Services is further defined by the following tasks: Task 1 - Project Management. Coordinate project activities and communication between the Client, ATS, Contractor and regulatory agencies. Task 2 - Phase IIIB - Construction -Related Services. • Conduct a preconstruction conference attended by representatives of the Contractor, Client and affected utilities. Aa -COM • Review shop drawings and other submittals, as required of the Contractor by the contract documents, for conformance with the design concept of the project and compliance with the information given in the contract documents. • Answer design questions from the Client, Contractor, field staff and appropriate agencies. • Prepare monthly applications for payment based on information provided by field staff and Contractor and forward to the Client for execution with a recommendation for approval and payment. • Perform construction site visits by design personnel at appropriate stages of construction to review the quality of the work and to determine whether the work conforms to the contract documents. • Prepare and assist the Client and Contractor in processing contract change orders. • Provide field observation during construction to review the work of the Contractor to determine if the work is proceeding and conforming in accordance with the contract documents. Staffing requirements may be adjusted during the project in relation to the level of construction activity. This task includes soils testing and compilation of test results. • Consider and evaluate Contractor's suggestions for modifications and report them with recommendations to the Client. • Participate in a review of the project with the Client and field staff near completion and prepare a list of items to be completed or corrected. • Participate in a field review of the completed project with the Client and field staff before a final application for payment is processed for the Contractor. • Maintain files for correspondence, reports of the job conferences, shop drawings and sample submissions, reproductions of original contract documents including addenda, change orders, field modifications, additional drawings issued subsequent to the execution of the contract, engineering clarifications and interpretations of the contract documents, progress reports and other project -related documents. • Provide the Client with a copy of record drawings for the project based on the construction records of the field staff and the Contractor showing those changes made during construction considered significant. Assist the Client with the final close-out documentation from the Contractor. Task 3 - Phase IIIC - Construction -Related Services. Conduct a preconstruction conference with the Contractor, City and other interested parties to discuss the project schedule, bypass pumping, traffic control, liaison with residents and other pertinent issues. Review product submittal information required in the specifications. Coordinate with the City and Contractor project issues and concerns including review of abandoned laterals and existing pipe damage. A!COM • Provide on-site review during the post -video work by the Contractor to verify pipe lining and lateral reinstatements. • Provide periodic on-site review for manhole rehabilitation construction to observe and document the Contractor's work. • Prepare partial pay estimates and submit them to the City for payment throughout the course of work. Assist the City with preparing the documentation to be submitted for the SRF funding. • Conduct a final review of the project, review final TV reports with the City, and prepare a punch list of items to be addressed by the Contractor prior to project completion. • Update the tabulations and base maps as the project progresses. • Assist the City with the close-out of this project Task 4 - Survey. Provide construction staking for horizontal and vertical controls for each site of the Phase IIIB project as follows: • Existing Site Survey • Set Project Control • Set Stakes for Sanitary Sewer • Set Stakes for Paving • Set Stakes for Right-of-Way/Property Line Task 5 - SRF Coordination. ATS will assist the City by providing documentation for the State Revolving Fund process as directed by the City. Task 6 - Soil Testing. Subcontract with a qualified soils testing firm for laboratory analyses of soils to determine standard proctor density in accordance with 2019 SUDAS. III. Compensation Compensation for the above services will be on an hourly basis in accordance with Part VI of the original agreement. Total compensation is an estimated fee which shall not exceed One Hundred Eighteen Thousand Five Hundred Dollars ($118,500.00) and is to be segregated from the fees in the original agreement and Supplemental Agreement No. 1. IV. In all other respects, the obligations of the Client and ATS shall remain as specified in the Professional Services Agreement dated May 2, 2016.
