Mr. Schmitt arrived at 4:26 p.m. and Mrs. Klein arrived at 4:29 p.m. Moved by Juon seconded by Amos that the Agenda, as proposed, be approved. Voice -vote Ayes: Four. Motion carried. Objective: Discussion of a Professional Services Agreement with The Compliance Engine for web -based fire safety code compliance reporting. Pat Treloar, Fire Chief, provided an overview of the proposed contract. Chris Ferguson, Fire Marshall, explained that local contractors would upload reporting to the software to see the status of the fire protection systems within the city that are maintaining compliance and will be a better indicator of needed intervention for inspection for the Fire Department. The software is at no cost to the city but does pass on a fee to the end user of $15. He further provided an estimate of revenue and explained that it will create efficiencies in the department as a lot of time is spent tracking down paperwork. It is used in Iowa City and Cedar Rapids and those communities have seen increased compliance. Mrs. Juon questioned who would receive the $15 fee. Chris Ferguson explained that the fee is charged to the company that completes testing. He added that two of the larger inspection companies are familiar with the software as they are using it in Cedar Rapids and Dubuque. Mr. Morrissey questioned exactly how this would free up time for firefighters. Chris Ferguson explained that currently multiple meetings need to be scheduled for one inspection when a company doesn't have the proper paperwork filed, if enacted this service would trim down the amount of time firefighters spend traveling to and from businesses. Mr. Schmitt questioned if other companies offer this type of service and if this service is going to be bid out. Chris Ferguson explained that this company is the proven leader in the field, and that going with another company would require retraining for local employees who are proficient in this software. Mr. Feuss questioned the duration of the contract. Chris Ferguson explained that it is a three year agreement with exit clauses. With no further business before the Council, it was moved by Schmitt seconded by Amos that the meeting be adjourned at 4:40 p.m. Voice -vote Ayes: Six. Motion carried. Kelley Felch e City Clerk
