The project includes improvements to approximately 1,250 feet of Newell Street within the Northeast Industrial Park. Following is a summary of tasks that are anticipated during the design phase of this project: A. Obtain Existing Site Information To begin the process of development for the Newell Street Improvements, the following tasks will be completed by MMS Consultants staff: • Research will be conducted into the latest edition of SUDAS (Statewide Urban Design and Specifications), • A design criteria list will be developed summarizing design standards, • An investigation with regard to existing right-of-way width along Newell Street will be completed, • A utility research request will be submitted to the Iowa 511 locate system to gather existing utility information. This information will include existing water distribution, sanitary sewer, storm sewer, telephone, fiber optic, cable, gas, and electric services in the area of the proposed project. • A field review will be conducted, and photos of the area obtained, to document existing site conditions, • Topographic survey information, obtained under a previous contract, will be used to develop base map information for the proposed project, • Existing as -built information for Newell Street will be added to base mapping, and ami • An overall exhibit document will be developed to illustrate the proposed roadway lane 'no configuration within the project area. w 'S .M M Environmental Specialists Landscape Architects Land Planners Land Surveyors MMS Consultants, Inc• Experts in Planning and Development Since 1975 B. Development of Construction Plan Documents 1917 S. Gilbert Street Iowa City. Iowa 52240 319.351.8282 mmsconsultants.net mms@mmsconsultants.net Following obtaining of information under Item A, a set of construction drawings will be produced for the Newell Street improvement project on 11" x 17" size paper. Following is a listing of the design information to be included in the construction documents: • The base drawing will be development for the project area(B drawing), • A list of proposed plan sheets will be developed and summarized in the plan sheet index, • The roadway width and lane configuration will be developed. This exhibit will include various pavement widths, taper lengths, through -lane and turn -lane configurations, and location of acceleration and deceleration lanes, • Grading plan for the site, • Intersection details with paving grades, • Horizontal alignment stationing for the roadway, • Vertical profile elevations and vertical curvature, • Cross-sections along the roadway corridor, • Cross-section assemblies for use in development of proposed earthwork, • Roadway corridor model, • Cross-section plots at 25 -foot intervals for the length of the corridor, • An earthwork tabulation, • Proposed storm sewer intake and piping system locations and sizes, • Proposed water main system additions, • Proposed sanitary sewer system additions, • Evaluation of possible locations for sidewalk and recreational trails extension, • Standard details for construction bid items, • Table of control points and benchmarks, • Existing and proposed contours specified to 1 -foot interval, • Listing of general notes, • Quantity summary table, • Estimate reference information, • Storm water erosion control plan information for the National Pollutant Discharge and Elimination System (NPDES) permit, • Check for pipe crossings conflicts, • Development of a joint layout drawing, • Development of a joint type drawing, and • Development of a specification booklet for bidding of the project to contractors. Develop a Specification Booklet for the Project 1917 S. Gilbert Street Iowa City. Iowa 52240 319.351.8282 mmsconsultants.net mms@mmsconsultants.net A specifications booklet will be developed for the project using standard City of Waterloo bidding sections. This specifications booklet will be used to assist in the bidding of the project to contractors. D. Develop Drainage Calculations Drainage calculations will be developed for the project to document the design of proposed storm sewer intakes and piping within the right-of-way. This design information will be developed into a separate report document and submitted with construction plans and specifications. E. Develop Permitting Necessary for the Completion of the Work National Pollutant Discharge Elimination System (NPDES) storm water permitting will be developed for the project site. A storm water report will be developed to address NPDES requirements. A permit will also be obtained from the Iowa Department of Natural Resources for site construction. The need for other permits (Iowa DNR sanitary sewer or Iowa DNR water main permits) will be evaluated during the design process. If found to be necessary, these permits will be developed and submitted to the Iowa DNR during the design phase of the project. F. Attend Meetings Related to the Development of the Project Construction drawings and drainage calculations will be delivered to the City of Waterloo at the 50%, 80%, and 100% document development stages of the design process. It is anticipated that MMS staff will attend 2 to 3 meetings with City staff during the review process. G. Assist in Bidding of the Project to Contractors Staff at MMS Consultants will assist the city in the bidding of the project to contractors. This assistance will include phone conversations with City staff and contractors as they evaluate the project for submittal of bids, evaluation of paperwork submitted as part of the bidding process, and recommendation of the proposed contractor to the City Council for award of the proposed project. MMS Consultants, Inc. will provide these additional services under separate contract(s) as requested by the City. I. Compensation MMS Consultants, Inc. agrees to provide all labor, equipment, and materials necessary to develop the construction documents as defined above based on time -and -materials used to complete the work. The estimated fee to complete this work is $98,200. This fee is considered a maximum not -to - exceed cost. Statements will be submitted monthly for services performed and are due upon receipt. Service charges of 1.5% per month will be assessed upon unpaid balance aged over 30 days.
