The Iowa property tax is primarily a tax on "real property", which is mostly land, buildings, structures, and other improvements that are constructed on or in the land, attached to the land, or placed upon a foundation. Typical improvements include a building, house or mobile home, fence, and paving. Statewide, homeowners pay 61% of the property taxes collected. Farming operations pay 15%, and businesses and industry pay 29%. Utility companies, including railroads, pay 2%. Below is a breakdown for the City of Waterloo for FY 2020. State Legislature * Establishes Property Classes & Class Rates * Determines Levels of State Aid * Sets Levy Limits (Maximum Tax Limits - see page 13) County Assessor * Determines Market Value (every 2 years - odd years) * Assigns Property Class 1 Local Taxing Jurisdictions * Determines Levy Amount (based on budget requirements) Page 5 WHO BENEFITS FROM PROPERTY TAXES IN WATERLOO? (WHERE DOES MY PROPERTY TAX DOLLAR GO?) Property tax supports many different "taxing authorities." Cities, school districts, and counties are the most common. Taxing authorities may also include community colleges, agricultural extension services, assessor offices and the state. Iowa has more than 2,000 taxing authorities. Waterloo residential taxes include 7 taxing authorities. It is important to note that each of the taxing authorities sets their own tax levy rate. The City of Waterloo, which accounts for approximately 43% of residential property tax bills in Waterloo, does not control the amount of taxes levied by the Waterloo Community School District, Black Hawk County, etc. Black Hawk County 18% Other 1% Hawkeye Community College 2°a City of Waterloo 43% Waterloo Schools 36% Page 6 HOW ARE CITY TAXES CALCULATED? The value of your property is established by the County Assessor. This value is multiplied by the rollback factor. The rollback formula was established by the Iowa Legislature in 1978 and was designed to help cushion the impact of inflation on residential property values. Increases in assessed values for residential and agricultural property are subject to an assessment limitation. If the statewide increase in values of homes and farms exceeds 3% due to revaluation, the values are "rolled back" so that the total increase statewide is limited to 3%. Rollback is also applied for industrial and commercial property when necessary. The taxable value is the assessed valuation multiplied by the rollback factor. This taxable value can be adjusted by numerous tax credits, including the homestead credit, military exemption, ag land credit, elderly tax credit, etc. The adjusted assessed valuation is then multiplied by the City tax rate which results in your City taxes. (TIF) What is tax increment financing? Tax increment financing is a financial tool widely used by the City to promote economic development and redevelopment. The TIF process splits property tax revenue generated from properties within the TIF district into two components: *Frozen Base - The value in the district at the initiation or amendment date. Revenue from this valuation continues to be distributed to all taxing entities (city, schools, county, etc.) *Increment - As development occurs and property values increase, the increase in the value beyond the frozen base is defined as the increment value. Property tax dollars collected on the increment value are retained in the TIF (with the exception of debt service levies), generating a revenue stream to finance projects within the TIF district and to provide development assistance to encourage growth. Why does the City use TIF? TIF is used in Waterloo as an economic development tool. It is one of the few tools the City can use to assist businesses locating or expanding in Waterloo. TIF is considered "self-financing" as revenues generated from the increased property values are used to pay for the cost of the infrastructure and financial assistance provided to the businesses. What can TIF be used for? TIF can be used to construct infrastructure which allows for development in undeveloped or underdeveloped areas. Infrastructure consists of streets, water lines, sewer lines, detention ponds for storm water runoff, storm sewers, traffic lights, sidewalks, etc. It may also be used to demolish existing dilapidated structures in the district. TIF can also be used to provide financial incentives to encourage a business to locate or expand in Waterloo. This could be in the form of tax rebates, forgivable loans or other incentives. TIF revenue cannot be used for projects or expenses which do not benefit the TIF district. Does TIF hurt other Government Jurisdictions? The intent of TIF is to provide benefits to all taxing entities over time. Many developments would not have happened had TIF financing not been available. Projects using TIF typically produce value increases far beyond the amount of the incentives provided. The increased value in excess of the amount needed to support the TIF district can be released into the general tax base. Additionally, when the TIF district ends, the full value of the increment is added to the general tax base. TIF development also provides additional revenue growth to the City's economy in the form of increased sales taxes, additional employment, city fees and other community growth factors. Page 8 HOW DOES THE CITY OF WATERLOO PROVIDE SERVICES? A number of revenue sources are used to conduct city operations: property taxes, user fees, licenses and permits, grants, and interest income. Restrictions on the use of certain revenues or the need to be accountable for the revenue and expenses of some activities require that the City use several different sets of accounts, called "funds", to conduct operations. The City's operating budget includes a number of separate funds. The General Fund budget, which provides most of the property tax supported services, represents 36% of total City operating expenditures. Enterprise funds (those that operate more like commercial businesses) include the Sewer, Sanitation and Storm Water funds. These represent 17% of operating expenditures. Debt Service accounts for about 9% of total operating expenditures. Other Restricted Funds include Local Option Tax, Road Use Tax, Community Development and Housing Funds, which total 20% of operating expenditures. The Capital Projects Funds account for 18% of operating expenditures. General Government - Mayor & Council, City Attorney, City Clerk/Finance, Human Resources, Management Information Services, Property & Liability Insurance, Facilities Maintenance (including Memorial Hall). Budgeted expenditures are $9.8 million for FY 2020. (no net property tax, 0%). Health & Social Services - Human Rights, Other. Budgeted expenditures are $0.31 million for FY 2020 ($.026 million property tax, 0.65%) Culture & Recreation - Library, Parks, Recreation (Golf, Sports, Young Arena, Sportsplex, Center for the Arts, Youth Pavilion). Budgeted expenditures are $11.0 million for FY 2020 ($6.0 million property tax, 14.7%). Community & Economic Development - Planning & Zoning, Economic Development, Five Sullivan Brothers Center (funded using hotel/motel taxes.) Budgeted expenditures are $2.2 million for FY2020 ($0.4 million property tax, 1.0%). Public Safety - Police Protection, Fire Protection and Ambulance Service, Building Inspections (user fees support). Budgeted expenditures are $32.7 million for FY 2020 ($27.8 million property tax, 63.8%). Public Works - City -owned Sidewalk Maintenance, Parking Operations, Airport (user fees support), Central Garage, Public Bus Transportation. Budgeted expenditures are $6.1 million in FY 2020 ($1.8 million property tax, 4.3%). Debt Service - Repayment of Debt Obligations. Budgeted expenditures are $13.7 million in FY 2020 ($7.3 million property tax, 15.7%). The City provides a variety of services for its businesses and residents. The largest portion of the City's expenditures are personnel costs including employee benefits. The State legislature sets the maximum tax limits that cities can collect. Different limits are set for different types of expenses. These are called "levies". General Fund Levy The General Fund is the City's primary operating fund. It accounts for all financial resources of the general government, except those required to be accounted for in another fund. The General Fund in FY 2020 is funded primarily by property taxes and charges for services, including payment by other funds for services provided to them. The maximum general fund levy is $8.10 per thousand dollars of taxable property value. Employee Benefits Levy This levy funds employee benefits such as payroll taxes, retirement plan contributions, unemployment and worker's compensation, and health insurance benefits. For FY 2020 the levy rate is $4.69 per thousand. Emergency Levy The levy in FY 2020 is set at $0.27 per thousand. This levy can only be used if the city is at the maximum General Fund levy of $8.10. Debt Service Levv The Debt Service levy is used to fund the annual principal and interest payments on funds borrowed by the City. This levy is unlimited. However, total debt entered into by the city is limited to 5% of the total assessed property value. For FY 2020 the levy is set at $2.75. Transit Levy The city levies a property tax for the operation of the transit (bus) system. The amount is limited by the State of Iowa to a maximum of $.95 per thousand. For FY 2020 the levy is set at $.60. Insurance Levy The city levies a property tax to fund premium costs for tort liability insurance, property insurance, and any other insurance needed for the operation of the city. For FY 2020 the levy is set at $.55. Emergency Management Commission Levy The city levies a property tax to fund the operation of a local Emergency Management Commission. For FY 2020 the levy is set at $.04. Page 13 ARE THERE LIMITS ON THE TAXES THAT THE CITY OF WATERLOO CAN CHARGE? (continued) VOTED LEVIES Additional Levies are permitted if passed by referendum (vote of the citizens). Cultural & Scientific Levy If approved by the citizens, Cities may levy a property tax not to exceed $0.27 per thousand dollars of taxable property value for the operation of cultural and scientific facilities. Voters approved this levy for the Grout Museum District beginning in FY 2017 at $.27. Library Levy If approved by the citizens, Cities may levy a property tax not to exceed $0.27 per thousand for the support of a public library.
