Councilman Harold Getty,
I am writing concerning our drainage problem at 118 Clark Street. For the past seven or
eight years I have written both present and past administrations about the water ponding
on the south side of Clark Street specifically along our north parking area. I am not
exaggerating when I say there is a pond approximately 120' long that exists during all
months but August. Three or four years ago I was told by the city engineering
department that a design was being developed and that part of the funding is set aside for
this project. I have invested a substantial amount of money in rehabilitating two run
down properties for my businesses, Grandview Manufacturing and Huff Contracting Inc.
This morning, April 26`h while getting a building permit I saw Dennis Gentz and asked
him about the progress of this project. He was somewhat evasive and wasn't sure
whether the funds set aside for this project weren't loaned to another more important
project.
I would like to know the real truth, whether the city is going to do this project, when they
are going to do this project and whether the funding is being spent elsewhere. The
answer to these questions will tell me whether to continue to invest in Waterloo or look at
other opportunities. I would like to have come and ;._ what I'm talking about.

RE: APRIL 26, 2007 LETTER REGARDING CLARK STREET DRAINAGE
HUFF CONTRACTING, INC.
The Engineering Department has done surveying and worked on preliminary design for storm
water improvements to Clark Street. Funds to build the project from the Capital Improvements
Program were first requested in FY 2003. In FY 2007 a part of the funding ($110,000.00) was
approved from the G.O. Bonds sold that year. Those funds are still available for the project.
It was expected that the remainder of the funds ($320,000.00) would be included in the FY 2008
G.O. Bonds sold this year, so that the Engineering Department could complete the design and
put the project out for bids, but that didn't happen. There were other priorities in other areas
outside the Engineering Department requests that deserved funding. There also were other
Engineering Department requests that were reduced or moved back besides the Clark Street
drainage improvements.
The Engineering Department remains committed to working on the project when the remainder
of the funds can be made available. If you have any questions, please contact me.

PURPOSE OF TRAVELITRAINING: To attend the Esri User Conference. The Esri UC is a yearly conference dedicated
to geographic information systems (GIS) technology. Each day will be filled with training, speakers and presentations.
We will be able to connect with leaders in the GIS industry as well as other end users to discuss ideas and solutions to get
better use out of our Esri enterprise agreement. In addition, the City of Waterloo will be receiving a Special
Achievement In GIS (SAG) award on the Wednesday of the conference! This award is to recognize the City's
adoption of an enterprise GIS system, willingness to adopt to new ideas and identify workflows that can be
improved with GIS. Only a few select cities in Iowa have achieved this award over the last 10 years. The
conference itself is free to attend because of our Enterprise Agreement with Esri. (a savings of $1,595 per person
