ORDINANCES OF THE CITY OF WATERLOO, IOWA, BY:
REPEALING SECTION 9-4A-1, UNIFORM PLUMBING

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WATERLOO,
IOWA:
That Section 9-4A-1 , Uniform Plumbing Code Adopted, of
Article A, Plumbing Code, of Chapter 4 , Plumbing Regulations, of
Title 9, Building Regulations, of the 2001 Code of Ordinances of
the City of Waterloo, Iowa, is hereby repealed in its entirety;
that a new Section 9-4A-1, Uniform Plumbing Code Adopted, of
Article A, Plumbing Code, of Chapter 4 , Plumbing Regulations, of
Title 9, Building Regulations, of the 2001 Code of Ordinances of
the City of Waterloo, Iowa, is hereby enacted in lieu thereof as
follows :
9-4A-1 : UNIFORM PLUMBING CODE ADOPTED: Except as hereinafter
added to, deleted, modified or amended there is hereby adopted as
the plumbing code of the City of Waterloo, Iowa, that certain
plumbing code known as Uniform Plumbing Code, 2000 edition,
Chapter 1-12 including appendixes A, B, C, D, H and the
installation standards as prepared by the International
Association of Plumbing and Mechanical Officials, and any further
regulations or requirements of the State Plumbing Code and the
provisions of said plumbing code shall be controlling in the
construction and maintenance of plumbing and in all other matters
covered by said plumbing code within the City of Waterloo, Iowa.
That items related to Section 604 and Section 701 of the
UPC under Section 9-4A-2 , Amendments, of Article A, Plumbing
Code, of Chapter 4 , Plumbing Regulations, of Title 9, Building
Regulations, of the 2001 Code of Ordinances of the City of
Waterloo, Iowa, are hereby repealed in their entirety; that new
items related to Section 604 and Section 701 of the UPC under
Section 9-4A-2 , Amendments, of Article A, Plumbing Code, of
Chapter 4, Plumbing Regulations, of Title 9, Building
Regulations, of the 2001 Code of Ordinances of the City of
Waterloo, Iowa, are hereby enacted in lieu thereof as follows :
9-4A-2 : AMENDMENTS :
Sections 604 . 1 through 604 . 8 of Section 604 , Materials, of the
UPC are hereby repealed in their entirety; that new Sections
604 . 1 through 604 . 8 are hereby enacted in lieu thereof as
follows :
604 . 1 Materials for water service piping shall be
of brass, copper, cast iron or other materials approved
by the Administrative Authority. All materials used in
water supply system except valves and similar devices
shall be of like material , except when otherwise
approved by Administrative Authority. Copper tube, when
used underground, shall have weight of not less than
copper water tube type K.
604 . 1 . 1 Joints and fittings for underground water
service piping can be flared, compression or braised.
Fittings must meet A.W.W.A. (American Water Works
Association) and Waterloo Water Works standards . All
fittings shall maintain an effective grounding path from

the meter to the main. Rubber compression fittings will
not be allowed.
604 . 2 Materials for water distribution, pipes and tubing
shall be of brass, copper or cast iron or PEX water
pipe. PEX water pipe, tubing and fittings, manufactured
to recognized standards may be used for hot and cold
water distribution systems with in a building. All
materials used in the water supply system, except
valves and similar devices shall be of a like
material, except where otherwise approved by the
Administrative Authority. Copper tube used underground
shall have a weight of not less than copper water tube
type K and aboveground shall be a weight of not less
than copper water tube type L.
604 . 3 Approved PEX water pipe may be used in water
distribution piping except where existing metallic
water distribution piping is used for electrical
grounding purposes, replacement piping therefore shall
be of metallic and Pex will not be allowed.
Exception: Where a grounding system, acceptable to
the Administrative Authority is installed, inspected,
and approved, metallic pipe may be replaced with
approved Pex pipe.
604 .4 PEX. Cross-linked polyethylene (PEX) tubing
shall be marked with the appropriate standard
designation (s) listed in Table 14-1 for which the
tubing has been listed or approved. PEX tubing shall
be installed in compliance with the provisions of this
section.
604 . 5 PEX Fittings . Metal Insert Fittings and
Metal Compression Fittings used with PEX tubing shall
be manufactured to and marked in accordance with the
standards for the fittings in Table 14-1 .
604 . 6 Water Heater Connections . PEX tubing shall
not be installed within the first eighteen (18) inches
(457 mm) of piping connected to a water heater.
604 . 7 Licensed installers, employed by licensed
plumbing contractors, shall be appropriately certified
by the manufacturer or other approved training agency
prior to commencing any PEX tubing installation.
604 . 8 Notification shall be given to plumbing
inspector of intent to use PEX tubing prior to
installation. Notification shall include property
owner, address and certified installer.
Section 701 . 1 . 5 of the UPC is hereby repealed in its entirety; a
new Section 701 . 1 . 5 is hereby enacted in lieu thereof as
follows :

701 . 1 . 5 Copper tube for aboveground drainage and
vent shall be of a weight not less than type M.
That Subsections (3) Licensing and (4) License Renewal of
Subsection A, Pipe Layer, Subsection (2) Qualifications of
Subsection B, Journeyman Plumber, Subsection (2) Qualifications
of Subsection C, Master Plumber, all of Section 9-4C-1,
Classification of Plumbers, of Article C, Plumbing Contractors,
of Chapter 4 , Plumbing Regulations, of the 2001 Code of
Ordinances of the City of Waterloo, Iowa, are hereby repealed in
their entirety; that new Subsection (3) Licensing of Subsection
A, Pipe Layer, Subsection (2) Qualifications of Subsection B,
Journeyman Plumber, Subsection (2) Qualifications of Subsection
C, Master Plumber, all of Section 9-4C-1, Classification of
Plumbers, of Article C, Plumbing Contractors, of Chapter 4 ,
Plumbing Regulations, of the 2001 Code of Ordinances of the City
of Waterloo, Iowa, are hereby enacted in lieu thereof as
follows :
9-4C-1 : CLASSIFICATION OF PLUMBERS :
A. Pipe Layer:
3 . Licensing. Any person desiring to be licensed as a
pipe layer shall make application to the Building
Department on forms furnished by said Department
accompanied by a fee. Upon receipt of the
application and fee, the Building Department shall
schedule the administration of a test prescribed by
the Plumbing Board. If the applicant obtains a
passing score he shall be issued a pipe layers
license upon the payment of an additional fee of
$50 . 00 the first year. The renewal fee will be
$25 . 00 per year.
B. Journeyman Plumber: __
2 . Qualifications. A journeyman plumber must have
sufficient education to understand plumbing and
related matters as same applies to the public, and
must know the provisions of this Code and the rules
and regulations of the local and state boards of
health governing plumbing.
In order to be permitted to sit for the examination
for a journeyman' s license, it shall be necessary for
the applicant to present a subscribed and sworn to
affidavit attesting to the fact that the applicant
possesses a minimum of four years of practical
experience at plumbing installations or four years as
an apprentice plumber assisting in the installation
of plumbing work.
If the applicant obtains a passing score he shall be
issued a journeyman plumber license upon payment of
an additional fee of $20 . 00 the first year. The
renewal fee will be $10 . 00 per year.

C. Master Plumber:
2 . Qualifications . Applicant must know the provisions
of this Code and the rules and regulations of the
local and state boards of health governing plumbing.
Applicant shall furnish the Board with affidavits
stating the applicant ' s practical experience prior to
being issued a license .
In order to be permitted to sit for the examination
for a master plumber' s license, it shall be necessary
for the applicant to present a subscribed and sworn
to affidavit attesting to the fact that the applicant
possesses a valid journeyman' s license .
If the applicant obtains a passing score he shall be
issued a master plumber license upon payment of an
additional fee of $50 . 00 the first year. The renewal
fee will be $25 . 00 per year.
That Section 9-4C-3 , Master Plumber Business (Contractor' s)
License, of Article C, Plumbing Contractors, of Chapter 4 ,
Plumbing Regulations, of the 2001 Code of Ordinances of the City
of Waterloo, Iowa, is hereby repealed in its entirety; that a
new Section 9-4C-3 , Master Plumber Business (Contractor' s)
License, of Article C, Plumbing Contractors, of Chapter 4 ,
Plumbing Regulations, of the 2001 Code of Ordinances of the City
of Waterloo, Iowa, is hereby enacted in lieu thereof as follows :
9-4C-3 : MASTER PLUMBER BUSINESS (CONTRACTOR' S)
LICENSE : Applicants who have met the requirements of
the Board and upon the payment of an additional fee of
two hundred dollars ($200 . 00) for the first year and
having in place a certificate of insurance as herein
provided for, issue to such applicant a Master Plumber
Business or Pipe Layer Business (Contractor' s) License
in the name of the City of Waterloo, by the mayor and
attested by the city clerk. Renewal license fee will be
one hundred dollars ($100 . 00) per year.
It shall be unlawful except as hereinafter provided for
any person, firm or corporation to install, erect,
alter, repair, service, reset, replace thereto, as
defined in the Plumbing Code, unless said person or some
member of such firm or corporation shall first have
obtained a Master Plumber or Pipe Layer Business
(Contractor' s) License or unless such person, firm or
corporation has regularly and steadily in his/its employ
a holder of such a license, who shall be the authorized
representative of the person, firm or corporation in all
matters pertaining to this Ordinance . The authorized
representative who is the holder of a Master Plumber or
Pipe Layer Business (Contractor' s) License may not apply
for permits for more than one person, firm or
corporation and the permit shall apply only to the type
of work pertaining to the specific license possessed by
the license holder.

That Subsection B, License Renewal and Subsection C,
Retirement License, of Section 9-4C-5, Conditions of License, of
Article C, Plumbing Contractors, of Chapter 4 , Plumbing
Regulations, of the 2001 Code of Ordinances of the City of
Waterloo, Iowa, are hereby repealed in their entirety; that new
Subsection B, License Renewal and Subsection C, Retirement
License, of Section 9-4C-5, Conditions of License, of Article C,
Plumbing Contractors, of Chapter 4 , Plumbing Regulations, of the
2001 Code of Ordinances of the City of Waterloo, Iowa, are
hereby enacted in lieu thereof as follows :
9-4C-5 : CONDITIONS OF LICENSE :
B. License Renewal ; Fees : Starting January 1 , 2003 ,
licenses will be renewed for two-year periods .
Plumbing Contractor Business License $100 . 00 per year
Pipe Layer Contractor Business License $100 . 00 per year
Master Plumber $25 . 00 per year
Both a Master & Journeyman Plumber $25 . 00 per year
License
Journeyman Plumber $10 . 00 per year
Pipe Layer $25 . 00 per year
Apprentice Plumber $5 . 00 per year
Such licenses are non-transferable .
Any license not renewed prior to December 31 shall
expire 30 calendar days thereafter, and shall not be
renewed without examination, except on the
recommendation of the board of plumbing examiners and
appeals . If the board approves the renewal of the
license without reexamination, the license shall be
renewed after payment of a double fee . If the
contractor, plumber or pipe layer is Block or Experior
tested, they need only complete an application and pay
a double fee of that particular license .
C. Retirement License : Persons licensed as provided
in this Code may obtain a retirement license upon the
filing of an application to the Plumbing Board which
indicates retirement from active participation in the
plumbing trade and may or may not reside locally. A
retirement license shall be in full force and effect
upon a one-time renewal cost, good for the lifetime of
the applicant . The holder of a retirement license may
return to active license status without a required re-
examination, upon payment of the yearly renewal fees
incurred after the retirement license was granted.
