AN ORDINANCE AMENDING THE 1993 CODE OF
ORDINANCES OF THE CITY OF WATERLOO, IOWA, BY
ADDING DIVISION 3 , AIRPORT AREA DEVELOPMENT
AUTHORITY, TO CHAPTER 2, ADMINISTRATION.
BE IT ORDAINED by the City Council of the City of Waterloo, Iowa:
DIVISION 2. AIRPORT AREA DEVELOPMENT AUTHORITY.
Sec. 2-182. Creation; purpose; title.
There is hereby created and established, as provided for in
Iowa Code §392 . 1 ( 1995) , an Airport Area Development Authority
which shall organize, supervise, manage, and direct a trade and
commerce center located adjacent to the Waterloo Municipal Airport,
in Waterloo, Iowa.
Sec. 2-183 . Composition; appointment to board.
a. The Airport Area Development Authority board shall consist
of seven ( 7) members.
b. The members of the board of the Airport Area Development
Authority shall be appointed by the Mayor, which appointment shall
be approved by the City Council.
Sec. 2-184. Organization of board.
a. Board members shall serve for a term of three ( 3 ) years.
Three ( 3 ) of the original board members shall be appointed for
three-year terms expiring January 16, 1999; two ( 2) of the original
board members shall be appointed for two-year terms expiring
January 16, 1998 ; two ( 2) of the original board members shall be
appointed for one-year terms expiring January 16, 1997 . All
subsequent appointments shall be for a term of three ( 3 ) years.
Vacancies shall be filled in the same manner as original
appointments. No member to said board shall serve more than two
( 2) consecutive terms and shall not be reappointed to a third term
unless said member has not served on any board or commission of the
City of Waterloo for a minimum of one ( 1) year before reappointment
to any board or commission.
b. Members of the board of the Airport Area Development
Authority shall serve without compensation.
c. The Mayor shall appoint from among the board members, a
chairperson of said board, who shall serve for a one ( 1) year term,
and any subsequent replacements shall be appointed by the Mayor.
d. One member of the board shall also be a member of the
Airport Commission, and said member ' s term shall expire
simultaneously with the expiration of the term he/she holds as an
Airport Commissioner.
Sec. 2-185. Attendance by alternate.
Each board member may designate one ( 1) but not more than one
alternate to attend and participate in any meeting held by the
Airport Area Development Authority, and said alternate shall be the
same person for any and all meetings in which the board member
cannot attend or participate.
Sec. 2-186 . Powers and duties .
Subject to any limitations in state law, the Airport Area
Development Authority may exercise the following powers in
fulfillment of its duties:

a. Enter into any agreements on behalf of the Airport Area
Development Authority, subject to the approval of the City Council.
b. Adopt rules to govern those matters within the scope of
the Authority' s powers and duties, and prescribe penalties for any
violations thereof. Any such rules or penalties shall be subject
to approval of the City Council.
c. Take such other action as it deems necessary, and which
falls within the scope of its purpose to organize, manage,
supervise, and direct the aforesaid trade and commerce center.
