Any city land — city wide City land. Infill lots owned by private individuals will include all lots in CURA, or in subdivisions over 20 years old and already built up by at least 80%. Other areas may be qualified by staff if deemed a difficult to build location, lack of infrastructure fully built out, or other obstacles to development are evident. If bid out, by Request For Proposals to ensure good bid amount, and competitive chances for developers, through a Development Agreement Owner, homebuilder, or sell, must enter into a Development Agreement with City to qualify for program. If sold — asking price based on assessed value or appraisal (if available). If unbuildable, some reductions can apply. No change City has right to put a minimum asking price and/ or reject all proposals, to ensure best interest of City No change $5,000/$5,000 program for residential development No change Commercial lots sold for $1.00 with a Development Agreement No change Development Agreement to calculate out increase and gain back to City through future property taxes No change Notes — for many infill lots, there is little to no additional cost to City with their development (existing streets, sewer, garbage routes already in place, streets already being maintained). Plus a gain in property taxes, garbage fees, water fees, storm water fees, potential additional students for schools, etc., additional residents for shopping at commercial businesses, additional users buying gas, other items for gas tax, local option tax. Staff believes this will help; eliminate vacant lots in older neighborhoods. Help create new investment in older neighborhoods. Help eliminate blighted buildings and empty lots obtained through nuisance programs. Help create a larger base for comparable appraisals to help push more investment, bank transactions, etc. for infill housing.
