AN ORDINANCE AMENDING CITY OF WATERLOO ZONING
ORDINANCE NO. 2479, AS AMENDED, BY REPEALING
PART XVII, "M-2,P" PLANNED INDUSTRIAL
DISTRICT, AND ENACTING IN LIEU THEREOF A NEW
PART XVII, "M-2,P" PLANNED INDUSTRIAL
DISTRICT.
BE IT ORDAINED by the City Council of the City of Waterloo, Iowa:
That Part XVII, "M-2,P" Planned Industrial District, of the City of
Waterloo Zoning Ordinance No. 2479, as amended, is hereby repealed
in its entirety; that a new Part XVII , "M-2,P" Planned Industrial
District, of the City of Waterloo Zoning Ordinance No. 2479, as
amended, is hereby enacted in lieu thereof as follows:
PART XVII
"M-2,P" PLANNED INDUSTRIAL DISTRICT
2A-39 Regulations. The purpose of this section of the ordinance is
to permit the establishment of industrial parks and to provide for
the orderly planned growth of industries in large tracts of land.
It is also intended that such industrial parks be developed to
maximize the potentials of industrial areas and at the same time
minimize any adverse effect upon adjacent properties in other zoning
districts.
A. Principal Permitted Uses
1) Any use permitted in the "M-2" Heavy Industrial District.
B. Required Conditions. Prior to the issuance of any building
permit for any building or structure in this district, a plan
approved by the City Planning Commission and City Council shall
be on file with the Building Official showing the following
information:
1) General plan showing the location of all buildings,
internal streets, parking lots, railroad tracks, proposed
sanitary and storm sewer lines, and water and power
facilities.
2) Building setback lines shown on the plan shall be not less
than one hundred ( 100) feet from public streets,
Residential (R-1, R-2, R-3, R-4) Districts, or "A-I"
Agricultural Districts. Such yard areas shall be
landscaped and maintained in such a manner as to reflect
the intent of the establishment of an industrial park
area. Off-street parking may be permitted in all such
yard areas provided that they do not extend closer than
forty ( 40) feet to public right-of-way, Residential (R-1,
R-2, R-3, R-4) Districts, or "A-1" Agricultural Districts.
3 ) For tracts, parcels, lots or building sites of fifteen
( 15) acres or less of contiguous commonly owned land the
required setbacks shall be determined through plan review.
The objective in the plan review process shall be to
preserve the overall character of the greater area in
which the development is being constructed. The Bulk
Regulations contained in the "M-1" , Light Industrial
Zoning District shall be used as the minimum requirements
in reviewing said development plans.
4) Outdoor advertising and billboards may be permitted in
this district provided that such advertising devices
contain information pertaining to the business or industry
located upon that site. The location of such signs or
billboards shall not be closer than forty ( 40) feet from
any public street line.

5) The Planned Industrial District plan shall indicate that
all industrial or commercial uses shall establish
performance standards relating to air and water pollution
emissions meeting or exceeding standards established by
Federal, State or local pollution control ordinances or
laws.
C. Minor Site Plan Amendments. A site plan shall be prepared in
accordance with Part B of this Section for any structure which
is to be located within an area which is currently zoned
"M-2,P" . However, for any structure which is existing at the
time this ordinance was amended, one addition which does not
increase the existing floor area by more than fifty ( 50)
percent shall be approved through the administrative review of
the Plan and Program Commission Staff and approval by the City
Council without the benefit of a mandatory Public Hearing being
required. If the City Council determines that the magnitude of
such a change is significant in nature, a Public Hearing may be
required.
Furthermore, the location and construction of any additional
signs or the replacement of existing signs shall be carried out
through the administrative review and approval by the Plan and
Program Commission Staff . If the staff feels that such change
is significant in nature, it may submit the proposal to the
City Council for its review and approval.
