Re: Amendment No. 2 to the April 12, 2017, Agreement for General Services
Wastewater Treatment Facilities Planning and Nutrient Reduction Study and Operations Assistance
This is Amendment No. 2 to the referenced Agreement.
Under Scope of Services, ADD the following:
"Antidegradation Alternatives Analysis Services
1. Evaluate three wastewater treatment plant (WWTP) antidegradation alternatives to manage
issues related to foaming and bulking filaments. The three alternatives are as follows.
a. Review the potential treatment performance impacts to current operations if no changes
are implemented.
b. Addition of polyaluminum chloride to the activated sludge system.
c. WWTP process addition for selection of denser activated sludge.
2. Prepare draft Antidegradation Alternatives Analysis for potential chemical addition at
OWNER's WWTP in accordance with Iowa's Antidegradation Policy [567 IAC 61.2(2)] and the
Iowa Department of Natural Resources (IDNR) guidance documents and submit a draft report to
OWNER for review.
3. Meet with OWNER via teleconference to review the draft Antidegradation Alternatives
Analysis.
4. Provide up to three copies of the final Antidegradation Alternatives Analysis to OWNER for
OWNER to public notice.
5. Prepare public notice letters on OWNER -provided letterhead and submit final Antidegradation
Alternatives Analysis to the appropriate businesses and governmental agencies in accordance
with IDNR guidance.
6. Submit three copies of the final Antidegradation Alternatives Analysis, results of the public
comment process, and results of the intergovernmental review process to the IDNR."

Under Compensation, ADD the following.
"OWNER shall compensate ENGINEER for Antidegradation Alternatives Analysis Services on an
hourly rate basis plus expenses an estimated fee of $15,000."
Under Schedule, CHANGE April 30, 2019, to "July 30, 2019."
