HomeMy WebLinkAbout4051-11/07/1994ORDINANCE NO. 4051 AN ORDINANCE AMENDING THE WATERLOO HEATING, AIR-CONDITIONING, AND VENTILATION CODE (ORDINANCE NO. 1971, AS AMENDED) BY: REPEALING SECTION 504, PAY FOR BOARD MEMBERS, OF ARTICLE V, BOARD OF HEATING; AND ENACTING IN LIEU THEREOF A NEW SECTION 504, COMPENSATION, OF ARTICLE V, BOARD OF HEATING; AND REPEALING SECTIONS 700, APPOINTMENT, TITLE AND TIME DEVOTED TO WORK, AND 701, QUALIFICATIONS, OF ARTICLE VII, OFFICE OF INSPECTOR OF HEATING; AND ENACTING IN LIEU THEREOF NEW SECTIONS 700, OFFICE OF THE HEATING INSPECTOR, AND 701, HEATING INSPECTOR PROHIBITED FROM ENGAGING IN RELATED PRIVATE BUSINESS, OF ARTICLE VII, OFFICE OF INSPECTOR OF HEATING. BE IT ORDAINED by the City Council of the City of Waterloo, Iowa: That Section 504, Pay for Board Members, of Article V, Board of Heating, of Heating, Air -Conditioning, and Ventilation Code (Ordinance No. 1971, as amended), is hereby repealed in its entirety; that a new Section 504, Pay for Board Members, of Article V, Board of Heating, of Heating, Air -Conditioning, and Ventilation Code (Ordinance No. 1971, as amended), is hereby enacted in lieu thereof as follows: Section 504 - Compensation All members of the Heating Board shall serve without compensation, with the exception of any documented, actual expenses, which shall be subject to the approval of the City Council. That Sections 700, Appointment, Title and Time Devoted to Work, and 701, Qualifications, of Article VII, Office of Inspector of Heating, of Heating, Air -Conditioning, and Ventilation Code (Ordinance No. 1971, as amended), are hereby repealed in their entirety; that new Sections 700, Office of the Heating Inspector, and 701, Heating Inspector Prohibited from Engaging in Related Private Business, of Article VII, Office of Inspector of Heating, of Heating, Air -Conditioning, and Ventilation Code (Ordinance No. 1971, as amended), are hereby enacted in lieu thereof as follows: Section 700 - Office of the Heating Inspector 1. Created. The office of the Heating and Air Pollution Inspector for the City of Waterloo, Iowa, is hereby created and said Inspector is hereby authorized, directed and empowered to inspect any and all buildings or structures, public or private, and to, as herein provided, condemn and order removed or remodeled and put into proper and safe condition all heating and air conditioning related structures for the protection of the public health, safety and welfare. 2. Appointment. The Heating Inspector shall have successfully passed any and all examinations administered by the Civil Service Commission, have been recommended to said position by the Heating Board, and appointed by the Mayor with confirmation by a majority of all of the members of the City Council. The appointee shall be a high school graduate or have completed the G.E.D.. with a minimum of five (5) years practical experience in engineering, planning, supervising, or contracting for installation of heating systems. Said appointee shall have a thorough knowledge of inspection procedures and practices as they relate to commercial and residential heating services. The appointee shall possess a valid driver's license, and shall have the necessary ability to perform all of the required duties. The appointee shall further have a thorough knowledge of the standard materials and methods used in the installation and/or maintenance of heating acid/or air conditioning equipment, be well versed in improved methods of construction for the safety of persons and/or property, have a thorough understanding of all applicable laws relating to heating and air conditioning, as well as any rules and/or regulations pertaining to said appointment as well as those contained in the Uniform Mechanical Code. 4. The Heating Inspector shall be required to pass an examination certifying competency on the ICBG Uniform Mechanical Code within one (1) year from date of employment. Section 701 - Heating Inspector Prohibited from Engaging in Related Private Business It shall be unlawful for the Heating Inspector to engage in the business of the sales, installation or maintenance of heating or air conditioning equipment, either directly or indirectly, and the Inspector shall have no financial interest in any concern engaged in such business in the City, at any time while holding office as herein provided.
