HomeMy WebLinkAboutMinutes-08/12/2019COUNCIL WORK SESSION August 12, 2019 4:20 p.m. Harold E. Getty Council Chambers Members present: Morrissey, Feuss, Klein, Amos, Schmitt, and Juon. Mr. Morrissey participated via telephone. Absent: Jacobs. Moved by Schmitt seconded by Amos that the Agenda, as proposed, be approved. Voice -vote Ayes: Six. Motion carried. Objective: Recycling and Refuse Presentation. Randy Bennett, Public Works Division Manager, provided an overview of the RFP process for the recycling and refuse program. The RFPs looked at contracting recycling services and either making the program voluntary or mandatory. Staff recommends entering into a five-year contract with Republic Service for collection and processing for all users and requiring all users to recycle. The suggested rate would be $8.00 per month per user for two recycling collections per month and yard waste collection using the current schedule. This would be an increase of $5.00 per month for current users. He further recommended increasing garbage rates by 11-14 percent depending on the size of container. He requested placing the recommendation on the agenda for next Monday as the temporary agreement has a higher rate and that time is needed to implement the new contract. Council discussed the pros and cons of the recommendation along with whether the recommendation would affect staff. Staffing would not be reduced and work would redirect to other areas that are needing more attention. Councilmember Morrissey requested an additional work session next week. Mrs. Klein, Mrs. Juon, and Mr. Amos stated that the item should be moved forward. Mr. Feuss requested more time as well and Mr. Schmitt stated he would support either moving forward or having another work session. They agreed to have a work session next week and vote the same week. Objective: Review of edits to Title 1 of the City Code. Kelley Felchle, City Clerk, commented that due to timing constraints, she asked that council review Chapter 5 and send her an email with any question so that she can return with answers at next week's work session. With no further business before the Council, it was moved by Juon seconded by Schmitt that the meeting be adjourned at 5:06 p.m. Voice -vote Ayes: Six. Motion carried. Kelley Felchle City Clerk
