OR DESTROYED BY THE 2008 FLOODS AND AGREEING TO c r V FUND THE MINIMUM 15% OF THE TOTAL PROJECT COST. CJ --1 w - WHEREAS, the City of Waterloo intends to apply for funding through the Iowa Homeland Security and Emergency Management Division to acquire damaged or destroyed properties located in the floodway, 100 year flood plain, or flood prone areas; and WHEREAS, the City of Waterloo has a Hazard mitigation Plan ' approved by the Federal Emergency Management Agency (FEMA) on March 5, 2004 and is a participant in good standing in the National Flood Insurance Program; and WHEREAS, if awarded the City of Waterloo recognizes the fact that the grant is based on a cost share basis with the federal share not exceeding 75%, the state share not exceeding 10o and the local share being a minimum of 15% of the total project cost, and that the local share can be either cash or inkind match, including Community Development Block Grant (CDBG) funds; and WHEREAS, if awarded the City of Waterloo understands that it must comply with Section 106 of the National Historic Preservation Act of 1966 and receive clearance for each of the acquired structures from the Iowa State Historical Preservation Office before demolition; and WHEREAS, the City of Waterloo understands that all property acquired through the Hazard Mitigation Program will be subject to permanent deed restrictions regulating future use of the properties in question. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA, that Aric Schroeder is designated the City of Waterloo ' s authorized representative and the representative and Mayor are authorized to sign and submit an application and required attachments to the Iowa Homeland Security and Emergency Management Division (HSEMD) for Hazard Mitigation Grant Program (HMGP) 1763 Structural Acquisition funds to acquire on a voluntary basis structures damaged or destroyed by the 2008 floods, and agreeing to fund the minimum 15% of the total project cost .
