AN ORDINANCE AMENDING THE 1993 CODE OF
ORDINANCES OF THE CITY OF WATERLOO, IOWA, BY
REPEALING SECTION 16-8, FEE FOR SERVICE, OF
CHAPTER 16, GARBAGE AND REFUSE; AND ENACTING
IN LIEU THEREOF A NEW SECTION 16-8, FEE FOR
SERVICE, OF CHAPTER 16, GARBAGE AND REFUSE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WATERLOO,
IOWA:
That Section 16-8, Fee for Service, of Chapter 16, Garbage and
Refuse, of the 1993 Code of Ordinances of the City of Waterloo,
Iowa, is hereby repealed in its entirety; that a new Section 16-8,
Fee for Service, of Chapter 16, Garbage and Refuse, of the 1993
Code of Ordinances of the City of Waterloo, Iowa, is hereby enacted
in lieu thereof as follows:
Sec. 16-8. Fee for service.
(a) The expense of garbage and refuse collection and disposal
and related solid waste services as determined by the City Council
shall become a charge against the owner or occupant of every
dwelling unit to whom service is made available.
(1) For all bills prior to November 1, 1995, the fee
shall be ten dollars ($10.00) per month.
(2) After November 1, 1995, the amount of the fee for
this service shall be in two (2) parts. The first shall be
for a fixed sum per month which shall be charged to all
dwelling units and shall entitle each dwelling unit to dispose
of one standard container per week on an automated refuse
route as follows:

A fee shall be charged for one (1) additional 30 gallon
plastic bag placed upon the lid of the refuse cart per week.
The fee shall be collected by requiring the purchase of a tag
that must be affixed to the plastic bag placed out for
disposal. The fee or charge for this tag shall be $1.00.
The second part consists of a fixed sum per month which
shall be charged to all dwelling units not on an automated
refuse route and shall entitle each dwelling unit to dispose
of three (3) standard containers/bags per week The standard
container/bag shall be limited to thirty (30) gallons in size
and shall not exceed forty (40) pounds in weight. The fee
charged for all dwellings not on an automated refuse route
shall be as follows:

3 - 30 Gallon Garbage Can/Bag $10.00
A fee shall be charged for each additional 30 gallon
plastic bag set out for disposal per week. The fee shall be
collected by requiring the purchase of a tag that must be
affixed to the item placed out for disposal. The fee or
charge for this tag shall be $1.00.
(b) An individual may be granted an exemption to the fees and
costs set forth in subsection (a) of this Section by making
application to the City Clerk annually and by meeting criteria
established by the Finance Committee of the City Council. The
exemption shall be on a calendar year basis.

(c) There shall be assessed a penalty of five percent (5%) if
the bill for garbage and refuse service is not paid at the time
indicated on the bill.
(d) The City may change and adjust the garbage and refuse
service fee, from time to time, as it becomes necessary to be
sufficient in each year for the payment of expenses or operation
and for repair, maintenance and replacement of garbage and refuse
equipment.
