BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA: Section 1. REPEALING. That Ordinance No. 3824, and all other ordinances, or parts thereof of the City of Waterloo, Iowa, in conflict with this ordinance are hereby repealed. Section 2. WARDS. That the territory embraced within the city limits of the City of Waterloo, Iowa, be divided into five (5) wards, to be called the First, Second, Third, Fourth and Fifth Wards, the boundaries of said wards are hereby established and defined and set out in Sections 3, 4, 5, 6 and 7 of this ordinance. Section 3. FIRST WARD. The First Ward shall be all the territory within the city limits of the City of Waterloo, Iowa, hereinafter described as follows: Commencing at the intersection of the westerly city limits boundary line and University Avenue and proceeding southeasterly along University Avenue to the centerline of Black Hawk Creek, and proceeding southwesterly to Fletcher Avenue, and proceeding south along Fletcher Avenue to Campbell Avenue, and proceeding east along Campbell Avenue to West 4th Street, and proceeding southwesterly along West 4th Street to Hampshire Road, and proceeding south along Hampshire Road to Berkshire Road and proceeding east along Berkshire Road to Sheridan Road, and proceeding south along Sheridan Road to West Ridgeway Avenue and proceeding east along West Ridgeway Avenue to Kimball Avenue, and proceeding south along Kimball Avenue to East San Marnan Drive, proceeding east along East San Marnan Drive to Hawkeye Road, and proceeding south along Hawkeye Road to the city limits boundary line and proceeding in a clockwise direction along the city limits boundary line to the point of beginning. Section 4. SECOND WARD. The Second Ward shall be all the territory within the city limits of the City of Waterloo, Iowa, described as follows: Commencing at the intersection of West 4th Street and Kimball Avenue and proceeding south along Kimball Avenue to Mitchell Avenue and proceeding east along Mitchell Avenue to Ohio Street, and proceeding South along Ohio Street to East Ridgeway Avenue and proceeding east along East Ridgeway Avenue to LaPorte Road, and proceeding north along LaPorte Road to Plymouth Avenue, and proceeding east along Plymouth Avenue to Texas Street, and proceeding southeast along Texas Street to U.S. Highway 20, and proceeding east along U.S. Highway 20, to the centerline of the Cedar River, and proceeding southwesterly along the centerline of the Cedar River to the city limits boundary line, and proceeding in a clockwise direction along the city limits boundary line to Hawkeye Road and proceeding north along Hawkeye Road to East San Marnan Drive and proceeding west along East San Marnan Drive to Kimball Avenue, and proceeding north along Kimball Avenue to West Ridgeway Avenue, and proceeding westerly along West Ridgeway Avenue to Sheridan Road, and proceeding north along Sheridan Road to Berkshire Road, and proceeding west along Berkshire Road to Hampshire Road and proceeding north along Hampshire Road to West 4th Street, and proceeding northeasterly along West 4th Street to the point of beginning. 1300K t. The Third Ward shall be all the territory within the city limits of the City of Waterloo, Iowa, described as follows: Commencing at the intersection of the city limits boundary line and East Airline Highway and proceeding west along East Airline Highway to Logan Avenue, and proceeding South along Logan Avenue to Hanover Street, and proceeding west along Hanover Street to Reed Street, and proceeding south along Reed Street to Conger Street, and proceeding southwesterly along Conger Street to the branch of the Chicago Central and Pacific Railroad track lying parallel and east of Utica Street, and proceeding southerly along said railroad track to Utica Street, and proceeding southwesterly along Utica Street and Utica Street extended to Lafayette Street, and proceeding northwesterly along Lafayette Street to the Chicago Central and Pacific Railroad, and proceeding southeasterly along the Chicago Central and Pacific Railroad to East Mullan Avenue, and proceeding southwesterly along East Mullan Avenue to the centerline of the Cedar River, and proceeding northwesterly along the centerline of the Cedar River to Conger Street, and proceeding southwesterly along Conger Street to Westfield Avenue, and proceeding Southerly along Westfield Avenue to the centerline of Black Hawk Creek, and proceeding southwesterly to University Avenue, and proceeding westerly along University Avenue to the city limits boundary line, and proceeding in a clockwise direction along the city limits boundary line to the point of beginning. Section 6. FOURTH WARD. The Fourth Ward shall be all the territory within the city limits of the City of Waterloo, Iowa, described as follows: Commencing at the intersection of East Airline Highway and the city limits boundary line and proceeding in a clockwise direction along the city limits boundary line to the centerline of the Cedar River, and proceeding northwesterly along the centerline of Cedar River to East Mullan Avenue, and proceeding northeasterly along East Mullan Avenue to the Chicago Central and Pacific Railroad, and proceeding northwest along the Chicago Central and Pacific Railroad to Lafayette Street, and proceeding southeasterly along Lafayette Street to Utica Street, and proceeding northeasterly along Utica Street and Utica Street extended to the Chicago Central and Pacific Railroad, and proceeding northerly along the Chicago Central and Pacific Railroad to Conger Street, and proceeding northeasterly along Conger Street to Reed Street, and proceeding northerly along Reed Street to Hanover Street, and proceeding east along Hanover Street to Logan Avenue, and proceeding north along Logan Avenue to East Airline Highway, and proceeding east along East Airline Highway to the point of beginning. Section 7. FIFTH WARD. The Fifth Ward shall be all the territory within the city limits of the City of Waterloo, Iowa, described as follows: Commencing at the intersection of West Conger Street and the centerline of the Cedar River, and proceeding southeasterly along the centerline of the Cedar River in a clockwise direction to U.S. Highway 20, and proceeding west along U.s. Section 8. NAMES OF PRECINCTS. That the territory embraced within the various wards within the city limits of the City of Waterloo, Iowa, be divided into precincts to be known as the 1st precinct of the 1st ward, the 2nd precinct of the 1st ward, the 3rd precinct of the 1st ward, 4th precinct of the 1st ward, 5th precinct of the 1st ward, and the 6th precinct of the 1st ward; and the 1st precinct of the 2nd ward, 2nd precinct of the 2nd ward, 3rd precinct of the 2nd ward, 4th precinct of the 2nd ward, 5th precinct of the 2nd ward, and the 6th precinct of the 2nd ward; and the 1st precinct of the 3rd ward, 2nd precinct of the 3rd ward, 3rd precinct of the 3rd ward, 4th precinct of the 3rd ward, 5th precinct of the 3rd ward, and the 6th precinct of the 3rd ward; and the 1st precinct of the 4th ward, 2nd precinct of the 4th ward, 3rd precinct of the 4th ward, 4th precinct of the 4th ward, 5th precinct of the 4th ward, and the 6th precinct of the 4th ward; and the 1st precinct of the 5th ward, 2nd precinct of the 5th ward, 3rd precinct of the 5th ward, 4th precinct of the 5th ward, 5th precinct of the 5th ward, and the 6th precinct of the 5th ward. Section 9. 1ST OF THE FIRST. The 1st precinct of the 1st ward shall embrace the territory within the city limits of the City of Waterloo, Iowa, described as follows: Beginning at the intersection of Katoski Drive and the western city limits of Waterloo, thence north along said city limits line, thence southeast via University Avenue, thence west via Alabar Avenue, thence south via Linbud Lane, thence west via Sager Avenue, thence south via Sheerer Avenue, thence east via Downing Avenue, thence south via Wren Road, thence East via Huntington Road, thence south via Wren Road, thence east via Robin Road, thence southwest via Black Hawk Road, thence southwest via Katoski Drive to the point of beginning. Section 10. 2ND OF THE FIRST. The 2nd precinct of the 1st ward shall embrace the territory within the city limits of the City of Waterloo, Iowa, described as follows: Beginning at the intersection of W. Ridgeway Avenue and the western city limits of Waterloo, thence north following said city limits line, thence northeast via Katoski Drive, then northeast via Black Hawk Road, thence west via Robin Road, thence north via Wren Road, thence west via Huntington Road, thence north via Wren Road, thence west via Downing Road, thence north via Sheerer Avenue, thence east via Sager Avenue, thence north via Linbud Lane, thence east via Alabar Avenue, thence southeast via University Avenue, thence southwest following Black Hawk Creek, thence south via Ansborough Avenue, thence west via Carrington Avenue, thence southwest via Sergeant Road, thence east via Martin Road, thence south via Ansborough Avenue, thence west via West Ridgeway Avenue, to the point of beginning. Section 11. 3RD OF THE FIRST. The 3rd precinct of the 1st ward shall embrace the territory within the city limits of the City of Waterloo, Iowa, described as follows: Beginning at the intersection of W. Park Lane, thence south via Colby Road, thence west via Rachael Street, thence north via South Hill Drive, thence west via Rachael Street, thence south via Loralin Drive, thence west via Ridgemont Road to the point of beginning. Section 13. 5TH OF THE FIRST. The 5th precinct of the 1st ward shall embrace the territory within the city limits of the City of Waterloo, Iowa, described as follows: Beginning at the point of intersection of the southern and western city limits lines of Waterloo, thence north following said city limits line, thence east via W. Ridgeway Avenue, thence south via Ansborough Avenue, thence west following the southern city limits line of Waterloo to the point of beginning. Section 14. 6TH OF THE FIRST. The 6th precinct of the 1st ward shall embrace the territory within the city limits of the City of Waterloo, Iowa, described as follows: Beginning at the intersection of the Waterloo southern city limits line and Ansborough Avenue, thence north via Ansborough Avenue, thence east via Ridgemont Road, thence north via Loralin Drive, thence east via Rachael Street, thence south via South Hill Drive, thence east via Rachael Street, thence north via Colby Road, thence northwest via West Park Lane, thence south via Kimball Avenue, thence east via San Marnan Drive, thence south via Hawkeye Road, thence west following the southern city limits line to the point of beginning. Section 15. 1ST OF THE SECOND. The 1st precinct of the 2nd ward shall embrace the territory within the city limits of the City of Waterloo, Iowa, described as follows: Beginning at the intersection of W. Ridgeway Avenue and Sheridan Road, thence north via Sheridan Road, thence northwest via Berkshire Road, thence north via Hampshire Road, thence northeast via West 4th Street, thence south via Kimball Avenue, thence east via Mitchell Avenue, thence south via Baltimore Street, thence west via Cornwall Avenue, thence south via Sioux Street, thence west via Terrace Drive, thence south via Kimball Avenue, thence west via Ivanhoe, thence southwest via Midlothian, thence south via Hillcrest Road, thence west via W. Ridgeway Avenue to the point of beginning. Section 16. 2ND OF THE SECOND. Section 17. 3RD OF THE SECOND. The 3rd precinct of the 2nd ward shall embrace the territory within the city limits of the City of Waterloo, Iowa, described as follows: Beginning at the intersection of E. Ridgeway Avenue and W. 9th Street, thence north via W. 9th Street, thence east via Mitchell Avenue, thence south via Ohio Street, thence west via W. Ridgeway Avenue. Section 18. 4TH OF THE SECOND. The 4th precinct of the 2nd ward shall embrace the territory within the city limits of the City of Waterloo, Iowa, described as follows: Beginning at the intersection of E. San Marnan Drive and Kimball Avenue, thence north via Kimball Avenue, thence southeast via Park Lane, thence northeast via W. 9th Street, thence east via E. Ridgeway Avenue, thence south via Hammond Avenue, thence west via E. San Marnan Drive to the point of beginning. Section 19. 5TH OF THE SECOND. The 5th precinct of the 2nd ward shall embrace the territory within the city limits of the City of Waterloo, Iowa, described as follows: Beginning at the intersection of Southtown Drive and Hammond Avenue, thence north via Hammond Avenue, thence east via East Ridgeway Avenue, thence north via LaPorte Road, thence east via Plymouth Avenue, thence southeast via Texas Street, thence northwest via an extension of LaPorte Road to Hess Road, thence southwest via Hess Road, thence west via Murphy Road and its extension, thence south via Alexandria Drive, thence west via Southtown Drive to the point of beginning. Section 20. 6TH OF THE SECOND. The 6th precinct of the 2nd ward shall embrace the territory within the city limits of the City of Waterloo, Iowa, described as follows: Beginning at the intersection of the southern city limits of Waterloo and Hawkeye Road, thence north via Hawkeye Road, thence east via E. San Marnan Drive, thence south via Hammond Avenue, thence east via Southtown Drive, thence north via Alexandria Drive, thence east via Murphy Road and Murphy Road extension, thence north via Hess Road, thence southeast via an extension of LaPorte Road, thence southeast via Texas Street, thence east along U.S. Highway 20 to the east corporate limit of the City of Waterloo, thence first southeasterly and thence in a clockwise manner via the corporate limits of the City of Waterloo to the point of beginning. Section 21. 1ST OF THE THIRD. The 3rd precinct of the 3rd ward shall embrace the territory within the city limits of the City of Waterloo, Iowa, described as follows: Beginning at the intersection of Conger Street and Broadway Street, thence north via Broadway Street, thence northwest via Broadway Street, thence north via Burton Avenue, thence east via W. Donald Street, thence south via Logan Avenue, thence west via Hanover Street, thence south via Reed Street, thence southwest and west via Conger Street to the point of beginning. Section 24. 4TH OF THE THIRD. The 4th precinct of the 3rd ward shall embrace the territory within the city limits of the City of Waterloo, Iowa, described as follows: Beginning at the intersection of E. Mullan Avenue and the centerline of the Cedar River, thence northeast via E. Mullan Avenue, thence northwest via the Chicago Central and Pacific Railroad, thence southeast via Lafayette Street, thence northeasterly via Utica Street and its extension, thence northerly via the Chicago Central and Pacific Railroad, thence southwest and west via Conger Street, thence north and northwest via Broadway Street, thence west via Northey Street, thence south via Longfellow Avenue, thence east via West Parker Street, thence south via Burton Avenue, thence east via Dawson Street, thence south via Avon Avenue, thence west via Conger Street, thence south via Burton Avenue and its extension to the centerline of the Cedar River, thence southeasterly via the centerline of the Cedar River to the point of beginning. The 6th precinct of the 3rd ward shall embrace the territory within the city limits of the City of Waterloo, Iowa, described as follows: Beginning at the intersection of University Avenue and the western city limits line, thence north along said line, thence southeast via Rainbow Drive, thence south via Hanna Boulevard, thence west via Maxine Avenue, thence south via Auburn Street, thence west via Maynard Avenue, thence south via Beverly Hills Street, thence southeast via Carriage Hill Drive, thence south via Stephan Avenue, thence northwest via University Avenue to the point of beginning. Section 27. 1ST OF THE FOURTH. The 1st precinct of the 4th ward shall embrace the territory within the city limits of the City of Waterloo, Iowa, described as follows: Beginning at the intersection of Conger Street and Reed Street, thence north via Reed Street, thence east via Hanover Street, thence north via Logan Avenue, thence east via E. Airline Highway, thence south via eastern city limits line, thence east following city limits line, thence south via Moline Road, thence east via E. Donald Street, thence south via Idaho Street, thence west via Newell Street, thence south via Mobile Street, thence west via Quincy Street, thence north via Ankeny Street, thence west via Conger Street to the point of beginning. Section 28. 2ND OF THE FOURTH. The 2nd precinct of the 4th ward shall embrace the territory within the city limits of the City of Waterloo, Iowa, described as follows: Beginning at the intersection of E. Park and the centerline of the Cedar River, thence northwest along the Cedar River, thence northeast via E. Section 30. 4TH OF THE FOURTH. Section 32. 6TH OF THE FOURTH. The 6th precinct of the 4th ward shall embrace the territory within the city limits of the City of Waterloo, Iowa, described as follows: Beginning at the intersection of CC&P R.R. and Independence Avenue, thence east via Independence Avenue, thence south along eastern city limits line, thence northwest along city limits line, thence northwest along CC&P R.R. to the point of beginning. Section 33. 1ST OF THE FIFTH. The 1st precinct of the 5th ward shall embrace the territory within the city limits of the City of Waterloo, Iowa, described as follows: Beginning at the intersection of Summit Avenue and Fletcher Avenue, thence north via Fletcher Avenue, thence Northeasterly via the centerline of Black Hawk Creek, thence northwest via Westfield Avenue, thence northeast via Conger Street, thence southeast along the centerline of the Cedar River, thence southwest via W. 18th Street, thence northwest via S.B. Washington Street, thence southwest via W. 4th Street, thence northwest via Allen Street, thence west via W. The 2nd precinct of the 5th ward shall embrace the territory within the city limits of the City of Waterloo, Iowa, described as follows: Beginning at the intersection of Campbell Avenue and Fletcher Avenue, thence north via Fletcher Avenue, thence east via Summit Avenue, thence north via Chicago Street and Chicago Street extension, thence east along the southern border of Elmwood Cemetery, thence northeasterly via Sullivan Avenue, thence east via Elmwood Street, thence northwest via Western Avenue, thence east via W. Mullan Avenue, thence southeast via Allen Street, thence southwest via W. 4th Street, thence west via Campbell Avenue to the point of beginning. Ridgeway Avenue and Ohio Street, thence north via Ohio Street, thence west via Byron Avenue, thence north via Ohio Street, thence northwest via S.B. Washington Street, thence northeast via W. 18th Street, thence southeast via the centerline of the Cedar River, thence south along the eastern edge of the Cedar River, thence west via U.S. Highway 20, thence northwest via Texas Street, thence west via Plymouth Avenue, thence south via LaPorte Road, thence west via East Ridgeway Avenue to the point beginning.
